This position is for a professional civil engineer within the Roads and Bridges Maintenance component, based at the department’s Head Office in Polokwane. The role is graded as an OSD (Occupation Specific Dispensation) position, with salary levels from Grade A to Grade C determined according to the successful candidate’s years of experience after professional registration. The engineer will be responsible for the full lifecycle of civil engineering projects, from initial planning and design through to operation, maintenance, and supervision, with a strong focus on roads and bridges infrastructure.
To be considered, applicants must have a Grade 12 or Matric certificate and a recognised NQF level 7 qualification in Civil Engineering, along with at least three years of relevant experience. A valid registration with the Engineering Council of South Africa (ECSA) as a Professional Engineer is compulsory, as is a valid driver’s licence, although applicants with disabilities are exempt from the licence requirement. The role demands a blend of technical and generic competencies, including programme and project management, engineering design and analysis, computer-aided engineering applications, legal compliance knowledge, technical report writing, professional judgment, networking, decision making, team leadership, analytical skills, creativity, self-management, financial management, customer focus, communication, computer literacy, planning and organising, conflict management, problem solving, and people management.
The core duties involve designing new systems to solve practical civil engineering challenges, improving efficiency, and enhancing safety. The engineer will plan, design, operate, and maintain civil engineering projects, develop cost-effective solutions according to standards, evaluate existing technical manuals and standard drawings to incorporate new technology, and develop civil tender specifications. The role also includes ensuring that planning and design work done by others adheres to sound engineering principles, norms, and standards, and approving civil engineering works accordingly. Human capital development is a key responsibility, with the engineer expected to train and develop technicians, technologists, and candidate engineers, supervise civil engineering work and processes, and administer performance management and development. Office administration and budget planning form another major area, including managing resources, preparing and consolidating inputs for resource utilisation, ensuring adherence to procurement and personnel regulations, monitoring and controlling expenditure, and reporting on expenditure and service delivery. In addition, the engineer must engage in research and development, continuous professional development, literature studies on civil engineering technology, and liaison with relevant bodies and councils on civil engineering matters.
Candidates should note that the successful appointee will be subjected to personnel suitability checks, including criminal record, citizenship, financial and asset record checks, as well as qualification and employment verification, and will be required to undergo security clearance processes.
