CHIEFWORKSINSPECTOR–INFRASTRUCTURE

This position offers an opportunity for a qualified built-environment professional to serve as a Chief Works Inspector within the Infrastructure Services Directorate at the Provincial Office. The role sits within the Chief Directorate Corporate Services, meaning the inspector forms part of the internal team responsible for planning, delivering, maintaining and monitoring the department’s physical infrastructure. It is essentially a supervisory and technical assurance role: the incumbent will be expected to inspect works, manage contractors, compile project documentation and ensure that both departmental buildings and leased office accommodation meet legal and operational standardsiones.

To be considered, applicants need a Grade 12 certificate and a Diploma or Bachelor’s Degree at NQF level 6 or 7, recognised by SAQA, in one of the built environment disciplines — specifically Architecture, Quantity Surveying, Civil or Structural Engineering, or Electrical or Mechanical Engineering. Between two and three years of relevant experience is required, along with a valid driver’s licence. The role demands a wide range of professional knowledge and competencies. This includes supervisory ability, service delivery innovation, problem-solving and analysis, client orientation and customer focus, communication, people management and empowerment, change management, and programme and project management. A sound understanding of records management, corporate services management in the public service, and the Batho Pele Principles is also essential. In terms of personal and professional skills, the ideal candidate will demonstrate programme and project management, presentation, conflict resolution, negotiation and teamwork. Honesty, integrity, knowledge management, networking, computer literacy and excellent insight into applicable public-sector policy frameworks are all regarded as critical competencies.

The duties are broad and hands-on. The Chief Works Inspector will identify the need for new work and repairs by investigating customer complaints and requests for new services. They will render inspection services on new projects — both maintenance and capital projects — and on existing structures, ensuring that work meets specifications and standards. They must compile and maintain relevant project documentation for new and existing structures, and manage the activities of contractors on project sites, including overseeing performance and conduct. Information gathering and submission in terms of the Extended Public Works Programme and the Framework for Infrastructure Delivery and Procurement Management (FIDPM) is another key responsibility. In addition, the role involves managing the departmental portfolio of leased office accommodation, ensuring that all leased buildings are compliant with Occupational Health and Safety (OHS) requirements through monitoring systems agreed with landlords. Finally, the position entails direct supervision of subordinates, so people management is central to the role.
