This position is for a Chief Works Inspector specialising in electrical engineering, based at the Tulisa Park District Maintenance Hub within the Maintenance directorate of the Department of Community Safety. The role is a senior technical supervisory post within the public service, offering a competitive salary and benefits package. It forms part of the department’s broader maintenance and infrastructure function, ensuring that government buildings and facilities are kept in safe, compliant and functional condition. The incumbent will be responsible for overseeing works inspectors and managing the technical quality of maintenance projects, with a strong emphasis on compliance, reporting, and stakeholder liaison.

Applicants must hold a National Diploma in the T/N/S streams, an equivalent qualification, or an N3 certificate, combined with recognition as an Engineering Technician. At least three years of relevant, appropriate experience is required. The role demands a solid working knowledge of the Public Service Regulatory Framework and departmental strategy, as well as strong skills in communication, computer literacy, analytical thinking, presentation, report writing, and financial management. The ideal candidate is a professional, confidential, quality-driven team player who can work independently and under pressure.

The duties are wide-ranging and technically demanding. The successful candidate will conduct inspections of both new and ongoing maintenance work, interpret plans and sketches, and ensure all projects comply with relevant legislation and regulations. They will prepare specifications, develop bills of quantities, compile cost estimates, and draft quotation and bid documents. The role includes adjudicating quotations and tenders, verifying invoices, certifying progress payments, processing variation orders, and making recommendations on deadline extensions. The Chief Works Inspector will also brief contractors and consultants, certify claims for fees, and manage effective contract administration. The position requires the development and maintenance of an electronic record system to track outstanding and completed work, as well as the preparation of progress reports. Additionally, the post involves providing technical guidance to contractors, liaising with stakeholders, and facilitating the resolution of project-related problems. A key supervisory component is the identification of skills development needs, training and mentoring of Works Inspectors, and ensuring quality control and efficient workflow. The role also extends to monitoring the proper utilisation of equipment, stores, and expenditure, administering the departmental performance management and development system, and gathering information for the Expanded Public Works Programme.

This is a permanent, Office of the Premier (OSD)-graded post. As part of the recruitment process, all shortlisted candidates will undergo pre-entry assessments, including a practical exercise and an integrity assessment. A personnel suitability check will also be conducted, covering vetting, criminal record, citizenship, credit record, qualification verification and employment verification. The department encourages applications from youth, people with disabilities, and candidates from designated groups, with a confirmation of disability required from a registered medical practitioner where applicable.
