This position is for a Chief Quantity Surveyor at Grade A or Grade B, based at the Head Office in Polokwane, within the Health Infrastructure Delivery component of the department. The role is a senior technical and managerial post, graded according to the Occupation Specific Dispensation (OSD), meaning the salary package is structured according to the individual’s years of experience after professional registration. As a chief in this discipline, the incumbent is expected to provide strategic direction, oversee the entire quantity surveying function, and ensure that infrastructure projects are delivered efficiently, cost-effectively, and in full compliance with relevant legal and professional standards.
To be considered for this role, candidates must hold a Grade 12 or Matric certificate as well as a recognised qualification at NQF Level 7 in Quantity Surveying. In addition, a minimum of six years of post-qualification experience in quantity surveying is required. Compulsory registration with the South African Council for the Quantity Surveying Profession (SACQSP) as a Professional Quantity Surveyor is non-negotiable. A valid driver’s licence is also required, although applicants with disabilities are exempt from this requirement. The successful candidate will need to demonstrate a wide range of competencies, including strategic capability and leadership, problem solving, decision making, team leadership, creativity, financial management, customer focus, communication, computer literacy, people management, planning and organising, conflict management, negotiation, change management, and various technical competencies such as programme and project management, legal and operational compliance, process knowledge, maintenance skills, mobile equipment operation, research and development, computer-aided engineering applications, and the ability to create a high-performance culture.
The duties of the Chief Quantity Surveyor are extensive and centre on ensuring the effectiveness of quantity survey analysis across the department. This includes performing final reviews, approvals, and audits on quantity survey procedures, coordinating quantity survey efforts across disciplines to integrate with current technology, and maintaining operational effectiveness. The role involves managing the execution of the quantity survey strategy by providing appropriate structures, systems, and resources, as well as setting standards, specifications, and service levels in line with organisational objectives. The incumbent will monitor efficiencies and redirect services as needed to meet organisational goals. Financial management is a key responsibility, including ensuring funds are available and managed to meet Medium-Term Expenditure Framework objectives, managing the operational capital project portfolio, and overseeing the commercial added value of programmes and projects. The role also requires facilitating innovation proposals, allocating and controlling expenditure, and ensuring efficient cash flow management.
Governance and people management form the remaining core areas. The Chief Quantity Surveyor must allocate, monitor, and control resources, compile and manage risk logs, and provide technical specialist services to minimise risks. Knowledge sharing and information protection are also important, as is managing the development, motivation, and utilisation of human resources. This includes setting and monitoring subordinates’ key performance areas and taking corrective action to achieve departmental objectives. This is a demanding leadership position suitable for a seasoned professional who can balance technical expertise with strategic and managerial oversight.
