The Limpopo Department of Health is seeking a suitably qualified and experienced professional to fill the re-advertised post of Chief Quantity Surveyor: Engineering Services, based at the Provincial Office in Polokwane. This is a senior, OSD-graded position responsible for managing the delivery of the department’s infrastructure-built environment programmes and projects within the framework of the Provincial Infrastructure Delivery Framework (IDMS). The successful candidate will provide professional quantity surveying leadership and guidance across the full life cycle of health infrastructure projects, ensuring alignment with all applicable legislation, policies, frameworks, technical norms and standards, and departmental instructions.

Applicants must hold a National Senior Certificate or Grade 12, together with an appropriate degree in Quantity Surveying, and must be registered as a Professional Quantity Surveyor with the South African Council for the Quantity Surveying Profession (SACQSP). A minimum of six years’ post-qualification experience is required. The role demands strong computer literacy, including proficiency in MS Outlook, Word, Excel, and PowerPoint, as well as virtual meeting platforms. A valid driver’s licence is required, except for applicants with disabilities. The position also requires a willingness to travel extensively throughout the province and to work longer hours as operational needs dictate.

The ideal candidate will have a thorough understanding of the health service delivery platform, including how service plans and indicators link to infrastructure. Key responsibilities include preparing the construction procurement strategy and the Infrastructure Programme Management Plan, contributing quantity surveying inputs to project briefs, costing models and operational narratives, and developing and maintaining quantity surveying planning and cost norms and standards. The role involves participating in the procurement of professional service providers and contractors, reviewing and accepting the Infrastructure Programme Implementation Plan, and monitoring the implementation of programmes and projects. The incumbent will also manage the approval of project stage reports and designs, manage the interface between end-user community structures and implementing agents, and load project documents onto the data management system.

In addition to these technical duties, the Chief Quantity Surveyor will prepare policies, strategies, plans and procedures from a quantity surveying perspective, and provide guidance on user asset management plans and project lists. The post further requires the ability to undertake risk analysis and develop risk mitigation strategies, interpret existing and develop new functional and technical norms, and identify the information fields and documents needed for health infrastructure delivery. The incumbent must be able to prepare budgets, extract and interpret information from related information systems, prepare reports, submissions and presentations, chair site meetings, take minutes, and meet strict project deadlines. The role also includes undertaking research, mentoring and supporting a candidate quantity surveyor, and managing human, physical and financial resources within the unit.

Applicants are expected to understand and apply the IDMS principles and to ensure that all infrastructure planning and construction for health projects are aligned with the broader service delivery objectives of the department. The application process requires a fully completed, signed new Z83 form and a comprehensive curriculum vitae, and it is important to note that failure to comply with the conditions and requirements of the post will result in disqualification. The department has provided named contact persons for general enquiries, and applications are submitted via the provincial e-recruitment portal. This is an excellent opportunity for a seasoned professional quantity surveyor to contribute meaningfully to the planning and delivery of public health infrastructure in Limpopo.
