This is a senior executive opportunity within the National Electronic Media Institute of South Africa (NEMISA), a public entity operating in the electronic media and broadcasting sector. The Chief Financial Officer (CFO) serves as the head of the Finance Division and is responsible for providing overall leadership, integration, and coordination of financial and supply chain management services across the Institute. The role is a five-year fixed-term performance-based contract at job level 14, reflecting its strategic importance. The CFO reports to the Chief Executive Officer and works closely with the Board, EXCO, and external stakeholders to promote good governance, sound financial principles, and efficient institutional and administrative processes.
The core responsibilities are structured around three main areas. In strategic planning and operational management, the CFO leads the finance division, develops and executes the Institute's Finance and Supply Chain Management strategy, contributes to the annual operating plan and budget, advises on investments and income generation, and ensures the division is adequately resourced with competent staff. The CFO also oversees the operations of NEMISA in the absence of the Chief Executive Officer when delegated. In governance, compliance, and risk management, the CFO ensures full compliance with the Constitution, the Public Finance Management Act, Treasury Regulations, and other legal frameworks. This includes implementing internal controls, risk management strategies, segregation of duties, and anti-corruption measures, as well as facilitating internal and external audits and providing timely responses to audit queries. In financial management, the CFO is responsible for maintaining financial systems, preparing annual financial statements in line with Generally Recognised Accounting Practice, managing bank accounts, overseeing debt collection initiatives, maintaining asset registers, and utilising financial and payroll management systems to ensure accurate and timely reporting.
The role demands a seasoned financial leader with extensive experience in senior financial management, supply chain management, and corporate governance, ideally within the public sector or a public entity. A thorough understanding of the PFMA, Treasury Regulations, and GRAP is essential, as is the ability to provide strategic advice, manage risk, and lead a team. The successful candidate must be able to work effectively with the Board, EXCO, and auditors, and must demonstrate a commitment to transparency, accountability, and sound financial administration. This is a demanding and high-profile role that requires a candidate of integrity and professional maturity, with the ability to add value across the Institute and support its long-term financial viability. The position is subject to the terms of a performance-based contract and the usual pre-employment screening processes.
