This position offers an exceptional opportunity for a highly experienced civil engineering professional to provide strategic leadership within a dedicated Project Management Unit (PMU) at the Head Office of a provincial government department. As Chief Engineer Civil Grade A, the incumbent will serve as the senior technical authority, overseeing the full lifecycle of complex infrastructure projects within the built environment. The role is central to ensuring that public sector construction and engineering initiatives are delivered to the highest standards of quality, safety, governance, and compliance. Operating within a senior management framework, the successful candidate will be expected to drive innovation, mentor professional teams, and foster a high-performance culture while managing significant multidisciplinary projects from conception through to completion.
Candidates must possess a Grade 12 certificate alongside a recognised Bachelor of Engineering (BEng) or Bachelor of Science (BSc) degree in Civil Engineering. Compulsory registration with the Engineering Council of South Africa (ECSA) as a Professional Engineer (Pr. Eng) is non-negotiable. The role requires a minimum of ten years’ relevant experience in programme and project management within the built environment, including at least six years of post-professional registration experience. Demonstrated experience leading multidisciplinary engineering teams, managing complex infrastructure programmes, and overseeing consultants and contractors is essential. A proven track record in administering construction contracts—specifically evaluating variations, payment certificates, extensions of time, and contractual claims—is critical. A valid driver’s licence and a willingness to travel to project sites, including remote locations, are required. Experience in labour-intensive construction, contractor development, and Expanded Public Works Programme implementation will be considered a strong advantage.
The core duties involve providing engineering leadership and oversight in the planning, execution, and monitoring of civil engineering and infrastructure projects under the PMU. The Chief Engineer will approve designs, technical reports, and contract documentation to ensure alignment with statutory requirements and departmental standards. This includes overseeing project delivery to ensure compliance with technical quality, safety, governance, and performance objectives. The role also entails providing professional and technical advice to internal teams and stakeholders, supporting sound decision-making and risk mitigation. The incumbent will monitor and manage the work of project managers and engineers under their supervision, fostering skills development and high performance. Additionally, the position requires leading project teams in the procurement and management of consultants and contractors in line with supply chain processes, driving innovation and continuous improvement, and preparing comprehensive project documentation, reports, and audit records. Cultivating effective working relationships with internal and external stakeholders is vital to successful project delivery and departmental goals.
This is an OSD-graded senior management post, and shortlisted candidates should be prepared for a rigorous selection process. This includes a technical exercise, an interview, and, for top candidates, psychometric assessments and personnel suitability checks covering criminal records, citizenship, financial credits, qualifications, and employment references. The successful appointee will be required to enter into an Annual Performance Agreement and disclose financial interests annually. The department reserves the right not to make an appointment, and only shortlisted candidates will be contacted. Applicants must also be prepared to disclose any business interests with the state and have foreign qualifications evaluated by SAQA if shortlisted. This role is ideal for a strategic, results-driven engineering leader ready to make a significant impact on public infrastructure delivery.
