    This senior permanent post sits within the Mpumalanga Department of Education’s Chief Directorate: Whole School Evaluation, under Programme 1, and is based at the head office in Mbombela. The Chief Education Specialist: Whole School Evaluation is a strategic leadership role responsible for driving the province’s Whole School Evaluation (WSE) agenda across all schooling levels. The incumbent acts as the key link between the national Department of Basic Education and the provincial department, ensuring that reviewed programmes and WSE service delivery are aligned, implemented and continuously improved. In essence, this role is central to maintaining and raising the quality of schooling through a structured evaluation system that supports school improvement, accountability and evidence-based planning.

    To be considered, applicants must hold an appropriate recognised three- or four-year qualification that includes professional teacher education in the relevant learning area, subject or phase, together with at least nine years of relevant experience. Management experience will be an advantage and is likely to be expected in a post of this seniority. Candidates need comprehensive knowledge of education sector legislation and policies, as well as sound knowledge and practical experience in educational management, project management, quality assurance and human resource development strategies. Strong interpersonal, communication, motivational, negotiation, problem-solving and liaison skills are essential, as is the ability to write clear, high-quality reports. The role also demands innovative, analytical and creative thinking, well-developed organisational, planning and management skills, computer literacy, and a valid driver’s licence. Registration with the South African Council for Educators (SACE) is a mandatory requirement.

    The core responsibilities include coordinating, developing and managing the implementation of WSE policy at every level of the education system. The post holder will be expected to plan and monitor all WSE activities across the province, ensuring that evaluations are carried out consistently and in line with national frameworks. Another key duty is to collate a consolidated provincial WSE report, drawing together the individual evaluation reports from schools, and to use this information to inform provincial planning and intervention strategies. The role also involves monitoring training on all aspects of WSE policy, ensuring that officials, school leaders and other stakeholders understand and apply the policy correctly and effectively. Serving as the nodal point between the national and provincial departments means the post holder must manage communication, provide feedback on reviewed programmes, and contribute to the ongoing refinement of the WSE system.
