The Chief Director: Business Development position is a senior leadership role within the Government Printing Works, based in Pretoria. This executive post sits at a senior management service level and is responsible for driving the commercial and operational success of the organisation’s printing, stock, and customer-facing functions. The role is central to ensuring that the state printer fulfils its mandate efficiently, balancing public service compliance with sound business development practices. The incumbent will lead multiple directorates, shape strategic priorities, and ensure that production, sales, and distribution activities align with broader government objectives.
Candidates must hold a Grade 12 certificate and a degree equivalent to NQF level 7 in Engineering, Commerce, Operations Management, Business Management, or Inventory Management. At least five years of proven experience at senior management level within an operations or manufacturing environment is required, ideally at a level comparable to a director or above. A thorough understanding of the Public Service Regulatory Framework, the Public Finance Management Act, National Treasury Regulations, and corporate governance principles such as the King Report is essential. Knowledge of cost accounting, business development practices, and public service financial legislative frameworks is also expected. Because the role involves travel, a valid driver’s licence is required.
The duties are broad and strategic. The Chief Director will oversee the management of estimated production orders and control the flow of orders from inception to delivery, ensuring effective raw material and production stock management. The role also includes managing the dispatch of finished goods and overseeing printed stock and sales. This involves introducing new products and services, maintaining strong relationships with internal and external stakeholders, and identifying opportunities for distribution channels, services, and campaigns that drive sales. A significant focus is the strategic management of key accounts, including national departments, state-owned entities, and clients in the SADC region. The post also oversees the safe storage, distribution, and sale of face value products, as well as the management of stationery items supplied to government institutions. This includes monitoring stock receipt, storage, distribution, inventory control, compliance with policies, and resolving customer enquiries. The Chief Director must also manage the Chief Directorate itself, interpreting the branch’s business strategy, developing systems and procedures, delivering strategic outcomes, and ensuring human resource management and development.
Applicants should note that this is a senior management services post, and successful completion of the SMS Pre-entry Programme (Nyukela) is required prior to appointment. Shortlisted candidates will undergo pre-entry assessments, including a practical exercise and an integrity assessment, and may be required to complete psychometric evaluations. Applications must be submitted using the new Z83 form, accompanied by a CV, and only shortlisted candidates will be asked to provide certified copies of qualifications.
