This is a senior technical and managerial position within the provincial transport infrastructure environment, based at Head Office and available on two posts. The role is graded under the Occupation Specific Dispensation (OSD) and carries an all-inclusive remuneration package, reflecting the high level of expertise required. As Chief Construction Project Manager for Maintenance, the incumbent will be responsible for leading a portfolio of construction projects, with a strong emphasis on the maintenance of transport infrastructure, including large-scale capital works, road maintenance programmes, and service contracts. The position requires a blend of strategic leadership, technical proficiency, and operational oversight, ensuring that projects are delivered from inception to completion in line with organisational objectives, contractual obligations, and government regulations.

Candidates must hold a Grade 12 certificate as well as a Bachelor’s Degree, BTech, or Advanced Diploma at NQF Level 7 in Construction Management, Construction Project Management, Project Management, or a relevant Built Environment field recognised by SAQA. Compulsory professional registration as a Professional Construction Project Manager with the South African Council for the Project and Construction Management Professions (SACPCMP) is required. In addition, applicants need a minimum of six years’ post-qualification experience in construction project management, with at least three years at a supervisory or management level, preferably within transport infrastructure maintenance. A valid driver’s licence and computer literacy are essential. The ideal candidate will possess comprehensive knowledge of programme and project management methodologies, project design, analysis, and implementation, as well as a strong grasp of legal and operational compliance, financial management, and supply chain management processes. Advanced communication, negotiation, stakeholder engagement, problem-solving, decision-making, and conflict management capabilities are also critical, alongside a research and development orientation to drive innovation in maintenance project delivery.

The duties of the post are broad and demanding. The successful candidate will supervise, mentor, and support project managers to ensure optimum performance and skills development, while also managing a diverse project portfolio. This includes translating client needs into clear project scopes, leading the procurement of built environment professionals in line with supply chain management policies, and coordinating multidisciplinary teams to ensure quality assurance in design, documentation, and delivery. The role also involves overseeing the contractor appointment process, monitoring the quality of work by consultants and contractors, adjudicating variation orders and extension of time requests, and processing interim monthly payments to meet government payment commitments. The incumbent will prepare and submit project information for audit compliance, secure project funding through internal channels, manage budgetary control, and promote a culture of collaboration, excellence, and accountability among all stakeholders.

Shortlisted candidates should note that this is a Senior Management Service (SMS) post, and the selection process includes a technical exercise, an interview, and, for the top candidates, psychometric assessments covering cognitive abilities, behavioural preferences, emotional intelligence, and integrity. Pre-entry assessments, including a practical exercise and an integrity test, will also be conducted. The top two candidates will undergo personnel suitability checks, including criminal record, citizenship, financial assets, qualifications, and employment background verification. The successful candidate will be required to enter into an Annual Performance Agreement and disclose financial interests annually. Foreign qualifications must be evaluated by SAQA, and applicants must disclose any business interests with the state or additional remunerative work. The department reserves the right not to make an appointment, and only shortlisted candidates will be contacted. Applications are submitted online through the provincial e-recruitment portal, and no manual or emailed applications will be accepted.
