The role is an OSD-graded position focused on the management and technical oversight of roads construction equipment and district plant workshops. As a Chief Artisan, the incumbent will be responsible for ensuring that heavy machinery and related equipment used in road construction and maintenance are kept in optimal working condition, while also providing administrative leadership and technical guidance within the workshop environment.
To be considered, applicants must hold a Grade 12 certificate and a three-year National Diploma in Civil or Mechanical Engineering at NQF level 6 as recognised by SAQA, together with at least three years of experience as an Artisan Foreman. A valid driver's licence is also required. The role demands a broad technical knowledge base covering automotive systems, mechanical and electrical components, power machines such as motors, hydraulic system equipment, and electrical and mechanical analogues. In addition, candidates need to be familiar with relevant legislation, Public Service Regulations, and service level agreements, and must possess strong technical and report-writing skills. Computer-aided technical applications, project management, and technical design and analysis competencies are also essential for success in this position.
The duties of the post are wide-ranging. The Chief Artisan will administer the maintenance and repair of roads construction equipment, render administrative services, and manage lowbed services. A key responsibility is managing the district's plant and equipment workshops, ensuring that all operations run efficiently and that safety is promoted in line with statutory and regulatory requirements. The role also involves providing inputs into existing manuals, standards, drawings, and procedures to incorporate new technology and to maintain quality assurance in line with specifications. The incumbent must compile and submit reports as required, monitor expenditure according to budget to ensure efficient cash flow management, and liaise with relevant bodies on technical and related matters.
Shortlisted candidates should note that the selection process may include interviews, practical exercises, and integrity assessments. Personnel suitability checks will be conducted on the top candidates, including criminal record, citizenship, financial, qualification, and employment background verification. Foreign qualifications must be evaluated by SAQA, and applicants are expected to disclose any business interests or additional remunerative work. The successful candidate will be required to enter into an Annual Performance Agreement and disclose financial interests annually. The department reserves the right not to appoint, and only shortlisted candidates will be contacted. If no response is received within three months of the closing date, applicants should consider their application unsuccessful.
