The Department of Economic Development and Tourism is seeking a Business Economist specialising in Economic Empowerment to be based at its Ehlanzeni District Office in Mbombela. This role sits at the heart of the province’s efforts to transform the economy through broad-based black economic empowerment, with a strong focus on ensuring that empowerment policies translate into tangible opportunities for designated groups. The successful candidate will work within a district office context, engaging with both public and private sector stakeholders to drive the implementation of empowerment legislation and support the growth of BEE-compliant enterprises across the provincial economy.

Applicants must hold an appropriate SAQA-recognised tertiary qualification at NQF level 6 in Economics or Business Management, together with at least two years of relevant work experience in an economic empowerment environment. A thorough working knowledge of the BBBEE Act, the BBBEE Codes of Good Practice, Sector Charters, the Employment Equity Act, and both provincial and national macro-economic policies is essential. The role demands strong verbal and written communication skills, analytical ability, and confident presentation skills. Computer literacy and a valid driver’s licence are also required, as the position involves travel and engagement with stakeholders across the district.

The core duties of the position are varied and impactful. The Business Economist will facilitate the establishment of BEE firms within the beneficiation chain, helping to integrate empowerment enterprises into value-adding production processes. This includes monitoring the implementation of the BBBEE Codes of Good Practice and sector codes across all sectors of the provincial economy, ensuring that businesses are complying with transformation requirements. Another key responsibility is to facilitate procurement by both government and the private sector from BEE establishments, thereby channelling real commercial opportunities to empowered businesses. The post holder will also support the activities of the Provincial BBBEE Advisory Committee, contribute to the development and maintenance of a database of BEE companies, and provide expert advice to both private and public sector stakeholders on BEE-related matters.

Shortlisted candidates should note that the selection process includes pre-entry assessments, which may involve a practical exercise and an integrity assessment. The top candidates will be subject to personnel suitability checks, including criminal record, citizenship, financial assets, qualifications verification, and reference checks. The successful appointee will be required to enter into an Annual Performance Agreement and disclose financial interests annually. Applicants must also declare any directorship, shareholding, or business dealings with an organ of state, as well as any additional remunerative work outside their official duties. Foreign qualifications must be evaluated by SAQA, and proof of evaluation is required if shortlisted. The department reserves the right not to make an appointment, and only shortlisted candidates will be contacted. If no feedback is received within three months after the closing date, applicants should consider their application unsuccessful. This is an excellent opportunity for an economist passionate about driving economic transformation and empowerment within a provincial government context.
