This position offers an opportunity to contribute directly to economic empowerment and community development within the KwaZulu-Natal provincial government. Based at the Head Office in Cedara, the Business Advisor for Entity Support plays a practical role in helping to establish and strengthen business entities, particularly those linked to community development and social facilitation initiatives. The work sits at the intersection of public administration, development finance, and project management, requiring a candidate who understands both the regulatory environment of the public service and the realities of grassroots enterprise development. The role is aligned with broader national and provincial planning frameworks, including the National Development Plan, the Provincial Growth and Development Plan, and the Youth Employment Accord, meaning the advisor’s daily efforts are expected to support strategic government objectives around job creation and sustainable livelihoods.
To be considered, applicants need an NQF level 7 degree in Social Science or Development Studies, along with a valid driver’s licence and at least one year of relevant experience. The knowledge requirements are extensive and reflect the multi-faceted nature of the post. A successful candidate will need a working understanding of key legislation such as the Constitution of the Republic of South Africa, the Public Service Act, the Public Administration Management Act, the PFMA, the Labour Relations Act, and the Basic Conditions of Employment Act, as well as familiarity with Treasury Regulations, supply chain management practices, and the EPMDS. In addition, the role demands knowledge of community development, social facilitation, development finance, public participation, project management principles, intergovernmental relations, and the Ministerial Handbook and Protocol Manual. On the skills side, the department is looking for someone with strong presentation, analytical, and report-writing abilities, sound computer literacy, strategic planning and organisational capacity, and the interpersonal and communication skills needed for diplomacy, negotiation, and relationship management. The ability to work under pressure with minimal supervision, exercise sound judgement, and demonstrate self-discipline is also essential.
The core duties involve facilitating the establishment of new business entities, providing ongoing support to both existing and emerging entities, and developing and delivering mentoring programmes. The advisor will also be expected to offer advice, guidance, and input into policy development, ensuring that entity support aligns with legislative and developmental frameworks. Administrative functions form an important part of the role, so attention to detail and the ability to manage multiple responsibilities are crucial.
Candidates should note that this is a provincial public service post with a structured application process. The department requires strict compliance with application instructions, including the use of the prescribed Z83 form and a comprehensive CV. Shortlisted candidates will need to submit certified copies of qualifications and may be required to undergo pre-entry assessments, including a practical exercise and an integrity assessment. Foreign qualifications must be evaluated by SAQA. If applicants do not receive feedback within three months of the closing date, they should consider their application unsuccessful. This is a demanding but rewarding role for a development-minded professional seeking to make a tangible difference through public service.
