PERMANENT POSITION
BUILDING AND FACILITIES MANAGER
The Joburg City Theatres (JCT), an entity of the City of Johannesburg that stimulates and
operates Joburg Theatre, Roodepoort Theatre and Soweto Theatre to provide the integrated
management of theatre is seeking a skilled and experienced Building and Facilities Manager to
join the JCT team.

MINIMUM REQUIREMENTS
• Grade 12 / Matric.
• Diploma (NQF6) or Bachelor’s Degree; BEng, BSc Engineering or equivalent recognised
engineering qualification in Mechanical Engineering, Electrical/Electrotechnical
Engineering or another relevant engineering discipline aligned to the management and
supervision of machinery and engineering plant (NQF 6).
• Recognised Electrical Trade Test Certificate (Red Seal/Heavy Current)
• Wireman’s License will be an advantage.
• Government Certificate of Competency (GCC) / applicable Certificate of Competency,
where required by the applicable statutory framework for the GMR 2.2 appointment.
• ECSA professional registration, where applicable, will be an advantage
• Minimum 5 years’ relevant post-qualification experience in engineering, facilities,
building services, plant or infrastructure management, of which at least 3 years must have
been at a management or supervisory level.
• Demonstrable experience in the operation, maintenance and supervision of large-scale
machinery and engineering systems.
• Experience in managing statutory OHS and machinery compliance
PRIMARY FUNCTION
To provide strategic and operational leadership in the management of the organisation’s
buildings, facilities, engineering infrastructure, machinery, plant, utilities and critical technical
services, ensuring that all facilities remain safe, compliant, reliable, fit for purpose and
continuously available to support theatre operations. The incumbent will have overall
responsibility for the effective management and supervision of machinery and engineering
systems and will be formally designated as the organisation’s GMR 2 Competent Person, subject
to meeting and maintaining all applicable statutory competency requirements. The position is
critical to ensuring occupational health and safety, statutory compliance, business continuity,
infrastructure reliability and uninterrupted theatre operations, including performances, events and
public activities.
KEY PERFORMANCE AREAS:
• Assume formal responsibility as the organisation’s designated GMR 2 Competent Person,
in accordance with applicable legislation.
• Ensure the safe supervision, operation, maintenance and management of machinery and
engineering plants.
• Ensure compliance with the Occupational Health and Safety Act, General Machinery
Regulations and other applicable statutory requirements.
• Maintain appropriate statutory records, registers, inspections, certificates and reports.
• Monitor machinery-related risks and ensure that appropriate corrective and preventative
measures are implemented.
• Ensure that statutory inspections, testing, maintenance and certification are conducted
within prescribed periods.
• Provide strategic and operational management of all buildings, facilities and associated
infrastructure.
• Ensure that buildings, public areas, backstage areas, workshops, offices and technical
facilities are maintained to appropriate operational and safety standards.
• Monitor the condition, performance and lifecycle requirements of critical infrastructure and
equipment.
• Identify infrastructure risks and develop appropriate mitigation and replacement
strategies.
• Provide technical advice to management on machinery, plant, infrastructure and
engineering risks.
• Oversee the management and maintenance of critical mechanical and electrical plant and
machinery.
• Oversee the operation, maintenance and testing of generators and associated
infrastructure.
• Ensure that critical plant and machinery are appropriately maintained and available for
theatre operations.
• Investigate machinery failures and implement corrective action to minimise operational
disruption.
• Ensure appropriate emergency response and contingency arrangements for infrastructure
failures.
• Responsible for preventative maintenance and the general appearance and maintenance
of the building and its surroundings
• Ensure that the services delivered to the building in respect of water, electricity and air-
supply are according to NOSA standards and maintained according to those Standards
• Oversee maintenance and repairs of electric motors, electrical installations and
equipment, stage machinery control circuits, emergency generators, A.E.G. P.L.C, AC and
DC Drivers, AC and DC Motors, Submersible pumps – 3ph Substation switchgear, 110V
Emergency lighting, 380V Standby Generator and Knowledge of Air-conditioning control
panels.
• Provide technical oversight of building, facilities and engineering projects.
• Manage or oversee contractors, consultants and service providers.
• Ensure that projects are delivered within approved scope, budget, quality and time
requirements.
• Review technical specifications and provide professional input into infrastructure projects.
• Ensure that completed projects comply with applicable statutory and operational
requirements
