This position offers an opportunity to contribute to the enforcement of South Africa’s core labour legislation as a BCEA Inspector within the Department of Employment and Labour, based at the Labour Centre in Mthatha. The role is central to the department’s mandate of ensuring fair labour practices and protecting the rights of both employees and employers. As one of two inspectors appointed, you will operate within a regional framework, working under the Deputy Director of Labour Centre Operations, and will be expected to act with a high degree of independence and professional integrity. The post is graded according to the Occupation Specific Dispensation (OSD) for inspectors, reflecting the specialised nature of the work.
To be considered, candidates must hold a three-year tertiary qualification in a relevant field such as Labour Relations, BCom Law, or an LLB degree. A valid driver’s licence is essential, as the role requires travel to various workplaces for inspections and investigations. The position demands a thorough working knowledge of a wide range of legislation, including the Basic Conditions of Employment Act (BCEA), Labour Relations Act (LRA), Employment Equity Act (EEA), Unemployment Insurance Act (UIA) and its Contributions Act, Compensation for Occupational Injuries and Diseases Act (COIDA), Occupational Health and Safety Act (OHS), Skills Development Act and Levies Act, as well as the Immigration Act and SABS codes. Beyond legal knowledge, the role requires strong facilitation, planning, and organisational abilities, along with computer literacy, interpersonal skills, conflict handling, negotiation, problem-solving, interviewing, presentation, and analytical capabilities. Excellent verbal and written communication skills are also critical, as you will be required to produce detailed reports and present findings.
The core duties involve planning and conducting substantive inspections to ensure compliance with all labour legislation, including the BCEA, LRA, EEA, UIA, COIDA, OHS, and UCA. You will independently plan and execute investigations into reported contraventions, enforce the law where necessary, and prepare to appear in court as a state witness. This includes gathering evidence, compiling case files, and testifying effectively. Additionally, you will conduct proactive “blitz” inspections on a regular basis to monitor compliance, and you will be responsible for compiling and consolidating reports from these inspections. Advocacy forms a significant part of the role, as you will plan and conduct campaigns to educate stakeholders on labour laws, analyse the impact of these campaigns, and compile reports on their effectiveness. At a higher level, you will contribute to the planning, drafting, and maintenance of regional inspection plans and reports, including the analysis and compilation of consolidated statistical reports on regional and allocated cases. This requires a strategic approach to enforcement and the ability to identify trends and areas of non-compliance.
This is a permanent, full-time position with a competitive entry-level salary for the inspectorate. The department has set specific equity targets for this vacancy, with priority given to White Males, White Females, and African Males, in line with its employment equity plan. Applicants should be prepared to undergo a rigorous selection process, which may include practical assessments and interviews. The successful candidates will be expected to start as soon as possible after the closing date. For further enquiries, the contact person is Ms S Zaula, reachable at the provided telephone number.
