The Department of Public Works and Infrastructure, through the Deeds Registries environment, is advertising six positions for Assistant Registrar of Deeds specialising in Examination and Sorting. These posts are based at the Western Cape Deeds Registry in Cape Town and sit within the directorate of Examination, Execution and Deeds Training Services. This is a senior management-level role offering an all-inclusive remuneration package structured in accordance with the rules for members of the Senior Management Service. The position is ideal for an experienced deeds professional who combines strong legal knowledge with leadership, project management, and the ability to guide conveyancers and support staff in a high-volume registration environment.
To be considered, applicants must hold a Grade 12 certificate together with a National Diploma in Law, a National Diploma in Deeds Registration Law, a BProc, an LLB, B Juris, or another relevant equivalent qualification. In addition, at least four years of experience at a junior management level within a deeds environment is required. The role demands extensive and demonstrable expertise in interpreting and applying legislation that governs the registration of deeds, including the Deeds Registries Act, the Sectional Titles Act, relevant Ordinances, Proclamations, Case Law, and Common Law. Candidates must also possess strong planning and execution skills, communication skills, project management abilities, and the confidence to address professional audiences and convey technical knowledge clearly.
The core duties of the position revolve around ensuring the accuracy, legality, and efficiency of deed examination and execution processes. The successful incumbent will monitor the examination of deeds and documents, check them for registrability, and implement corrective measures where needed. This includes granting hearings to conveyancers, making rulings, and providing authoritative guidance on registration matters. The role also involves contributing to the updating of the deeds practice manual, drafting circulars, and keeping abreast of legislative changes. Reporting on examination team performance, turnaround times, and standards is another key responsibility, as is the management of backlogs, statistics, and exception reports.
Execution responsibilities are equally significant. The Assistant Registrar will execute registrable deeds, validate that the appointed appearer has signed the execution clause or request for registration, verify the validity date of relevant certificates, and sign all deeds and documents that are registrable. Problems encountered during execution are to be reported to the Assistant Registrar of Deeds or the Deputy Registrar of Deeds in charge of execution. The role also includes drafting reports to court, which entails receiving and perusing notices of motion and supporting documents, researching the facts, and compiling a comprehensive report with attachments. Further duties include managing late and expedited execution requests, arranging final black bookings, notifying conveyancers of issues, monitoring the execution register, rejecting non-registrable deeds, handling simultaneous registration with other offices, and overseeing the distribution and verification of deed batches. The incumbent will also manage withdrawals, respond to system queries, and update the procedure manual.
These posts are subject to employment equity targets, specifically welcoming Coloured, Indian and White males, as well as African, Indian and White females, and persons with disabilities. This is an excellent opportunity for a seasoned deeds professional seeking a challenging leadership role within a prestigious statutory registry.
