The Assistant Registrar of Deeds for Examination and Sorting is a senior management post within the Examination, Execution and Deeds Training Services directorate of the deeds registration authority, based in Qonce in the Eastern Cape. This role sits at the heart of ensuring that all deeds and documents presented for registration comply with the law and are processed accurately, efficiently and within set turnaround times. The incumbent will oversee a team responsible for examining and executing deeds, while also providing authoritative guidance to conveyancers and other stakeholders. The position also entails a significant training and advisory component, as the office contributes to the development of practice manuals, legislation updates and training material for the deeds profession.
Candidates must hold a Grade 12 certificate and a National Diploma in Law, a National Diploma in Deeds Registration Law, a BProc, an LLB or another equivalent legal qualification. At least four years of experience at junior management level within a deeds registry environment is required. A deep, practical knowledge of the legislation governing the registration of property rights is essential, including the Deeds Registries Act and the Sectional Titles Act, as well as relevant ordinances, proclamations, case law and common law principles. The role demands strong planning and execution abilities, project management skills, effective communication, and the confidence to address professional audiences and to teach and transfer knowledge to others.
The duties are broad and operationally critical. The Assistant Registrar monitors the examination of deeds, checks documents for registrability, and takes corrective action where needed. The post holder will grant hearings to conveyancers, issue rulings and provide practical direction, while also recommending updates to the deeds practice manual, draft circulars and legislation. Performance reporting is a key function, covering team outputs, standards and turnaround times, alongside the management of statistics, exception reports and corrective measures. The execution of deeds is another central responsibility: the successful candidate must validate execution clauses, verify the validity of attached certificates, sign registrable documents, and reject those that are not registrable. Problems encountered during execution are escalated to the senior official in charge. The role also involves preparing court reports, including receiving and researching notices of motion and attaching all supporting evidence. Requests for late or expedited execution are managed, final black booking is arranged, and conveyancers are notified of any issues with guidance on how to resolve them. The Assistant Registrar also monitors the execution register, manages simultaneous registrations with other deeds offices, oversees the distribution of deeds, spot-checks batches, and verifies returned deeds. Backlogs must be prevented or addressed, system queries answered, and requests for the withdrawal of deeds authorised.
This position is graded at level 11 with an all-inclusive package structured according to senior management conditions. Applications are processed through the deeds portal or hand delivery, and candidates must note that only documents specified in the advertisement will be accepted. Employment equity targets for this vacancy explicitly include African, Coloured, Indian and White males and females, as well as persons with disabilities, in line with the departmental affirmative action plan. This is a demanding but rewarding role for a legally trained professional who combines deep deeds registration expertise with leadership, problem-solving and stakeholder management capabilities.
