This vacancy places an experienced deeds professional in a dual support role within the Limpopo Deeds Registry in Polokwane, under the Examination, Execution and Deeds Training Services directorate. The Assistant Registrar of Deeds for Deeds Training Development Support and Library Services is responsible for strengthening the competence of deeds officials and external stakeholders through structured training, while also curating and controlling the registry’s specialist legal library. It is a junior management position, carrying an all-inclusive remuneration package structured in line with the MMS, and the successful candidate will be expected to act as both a trainer and a manager of information resources.
Candidates must hold a Grade 12 certificate and a National Diploma in Law, a National Diploma in Deeds Registration Law, BProc, LLB, or an equivalent relevant qualification. At least four years of experience at junior management level within a deeds environment is required. Practical mastery is expected of the legislative framework governing deeds registration, including the Deeds Registries Act, Sectional Titles Act, applicable Ordinances, Proclamations, case law and common law. The role also calls for a strong professional presence: the ability to address a professional audience comfortably, together with presentation, time management, computer literacy, research, improvisation, organising and problem-solving skills. Solid verbal and written communication, including report writing, is essential.
The training side of the role begins with determining the training needs of the deeds environment, analysing current and future training requirements derived from performance development plans, and compiling an annual training programme for approval. The appointee will develop curricula for stakeholder training, facilitate quality assurance reports, coordinate and present deeds courses to officials and stakeholders, and manage all related training administration. The post also involves submitting inputs and agenda items for Deeds Training Advisory Committee meetings, verifying deeds training statistics, coordinating contributions to training manuals and the Quality Management System, and providing input on updates to acts, procedure manuals and circulars.
On the library side, the Assistant Registrar manages library services for the deeds registry, identifying books, publications and training aids for procurement, managing audit updates of library materials and examiners’ acts, overseeing the accession register database, controlling access to the library and the loan register, and managing stocktaking. This ensures that legal materials remain current, accurate and accessible to support the registration function.
Employment equity targets apply to this position, with specific preference given to Coloured, Indian and White males, to African, Coloured, Indian and White females, and to persons with disabilities. Applicants should be prepared to submit their application through the channel specified in the job listing before the closing date, as late submissions will not be considered. This is an opportunity for an experienced deeds professional to shape training and maintain vital legal resources in a provincial deeds registry.
