This position supports the Office of the Registrar of Deeds within the Western Cape Deeds Registry, based in Cape Town, and sits within the Examination, Execution and Deeds Training Services directorate. The role focuses on two interconnected functions: driving the professional development and training of deeds officials and stakeholders, and managing the component’s specialised legal library services. As a senior manager at assistant registrar level, the incumbent will ensure that training keeps pace with legislative changes and operational demands, while also safeguarding the reference materials and resources that deeds examiners rely on daily.

Applicants need a Grade 12 certificate plus a National Diploma in Law, a National Diploma in Deeds Registration Law, BProc, LLB, or an equivalent recognised qualification. At least four years of experience at junior management level within a deeds environment is required, along with extensive, proven ability to interpret and apply legislation governing the registration of deeds. This includes the Deeds Registries Act, the Sectional Titles Act, relevant Ordinances, Proclamations, Case Law and Common Law. Strong presentation skills are essential, as the role involves addressing professional audiences comfortably. Candidates must also demonstrate time management, computer literacy, research and improvisation skills, sound organising and problem-solving abilities, and well-developed verbal, written and report-writing communication skills.

The training responsibilities begin with determining current and future training needs for deeds officials, drawing on performance development plans to analyse existing and anticipated skills gaps. The successful candidate will compile an annual training programme for approval and develop curricula for stakeholder training. Other duties include facilitating quality assurance reports, coordinating and presenting deeds courses to both officials and external stakeholders, managing training administration, and submitting inputs and agenda items for Deeds Training Advisory Committee meetings. The role also requires verifying deeds training statistics and contributing to training manuals, the Quality Management System, and updates to acts, procedure manuals and circulars.

On the library side, the role involves identifying books, publications and training aids for procurement, managing audit updates of library materials and examiners’ acts, overseeing the accession register database, controlling access to the library and loan register, and managing stocktaking. This ensures that legal resources remain current, accurate and readily available to support deeds registration work.

The post is graded at Level 11 and offers an all-inclusive, MMS-structured remuneration package. Location is the Western Cape (Cape Town).
