The Department of Rural Development and Land Reform, through the Office of the Registrar of Deeds, is advertising a managerial vacancy for an Assistant Registrar of Deeds dedicated to training development support and library services. This post sits within the Directorate: Examination, Execution and Deeds Training Services and is located in Qonce, Eastern Cape. The role is central to the professional development of deeds officials and the continuous updating of legal resources used in deeds registration. As a member of the senior management services structure, the successful candidate will be expected to operate at a strategic level while being hands-on in the design and delivery of training, as well as the curation of a specialised legal library.
To be considered, applicants must hold a Grade 12 certificate along with a National Diploma in Law, a National Diploma in Deeds Registration Law, a BProc, an LLB, or another equivalent legal qualification. A minimum of four years of experience at junior management level within a deeds environment is required. The role demands extensive, proven ability in interpreting and applying a wide range of legislation relevant to the registration of deeds, including the Deeds Registries Act, the Sectional Titles Act, ordinances, proclamations, case law, and common law. In addition, candidates must possess strong presentation skills and be comfortable addressing professional audiences, alongside time management, computer literacy, research, improvisation, organising, problem-solving, and report writing skills. Effective verbal and written communication is essential.
The duties are broad and include determining current and future training needs for deeds officials by analysing performance development plans. The Assistant Registrar is responsible for compiling an annual training programme and obtaining approval for it, developing curricula for stakeholder training, and facilitating quality assurance reports. The core of the role involves facilitating, coordinating, and presenting deeds courses to both internal officials and external stakeholders, as well as managing all related training administration. The position also requires submitting inputs and agenda items for the Deeds Training Advisory Committee meetings, verifying deeds training statistics, and coordinating inputs on training manuals and the Quality Management System. The role extends to providing technical updates on acts, procedure manuals, and circulars.
In addition to training duties, the post carries responsibility for managing library services. This includes identifying books, publications, and training aids that should be procured, managing audit updates of library materials and examiners’ acts, overseeing the accession register database, controlling access to the library and loan register, and conducting stocktaking. This dual focus on training and library management ensures that deeds registration staff always have access to the latest legal developments and practical learning opportunities.
This position is subject to employment equity targets, with specific preferences for African, Coloured, Indian, and White males and females, as well as persons with disabilities. The salary package is structured at a senior management level and is all-inclusive, to be arranged according to applicable rules. Queries may be directed to the nominated contact persons, and interested candidates must apply using the official channels before the advertised closing date.
