This position is for an Assistant Director at the Walk-In-Centre in Vangate, within the Western Cape Mobility Department, a provincial government entity. The role is a supervisory and managerial post, graded at an OSD level, and is responsible for the effective day-to-day running of a customer-facing service centre that deals with transport-related applications and legislation. The successful candidate will operate within a regulatory environment, ensuring that the centre’s functions align with national and provincial transport laws, while also supporting the broader objectives of the department in managing public transport operations.

To be considered, applicants must hold an appropriate three-year tertiary qualification, such as a National Diploma or a Bachelor’s degree, at NQF level 6 or higher. In addition, a minimum of five years of supervisory experience is required. The role demands a strong working knowledge of key transport legislation, including the National Land Transport Act, the Road Transportation Act, and the Western Cape Road Transportation Amendment Law, as well as the National Land Transport Regulations. Candidates should also be familiar with information systems used for knowledge management, financial management procedures under the Public Finance Management Act, and general office administration. Competencies such as report writing, project management, leadership, conflict resolution, coaching, and the ability to work under pressure and meet tight deadlines are essential. The ability to communicate effectively, both verbally and in writing, and to deliver presentations to stakeholders is also required.

The main duties of the role are centred on the management of the service centre and its staff. This includes overseeing the processing of applications for operating licences, ensuring that all procedures and processes are followed correctly, and managing the associated financial, monitoring, and reporting systems. The Assistant Director will also be responsible for attending committee meetings and hearings related to transport applications, representing the department as needed. Broader managerial functions include planning and organising resources, managing projects, analysing data, and ensuring that the centre operates in compliance with all applicable legislation and policies. The role also involves mentoring and coaching staff, resolving conflicts, and maintaining effective interpersonal relationships both within the team and with external stakeholders.

Shortlisted candidates should note that the selection process includes two pre-entry assessments: a practical exercise to test technical and generic suitability, and an integrity assessment. Candidates will also be required to submit vetting and supporting documentation before the interview, and failure to do so within the given timeframe may result in disqualification. The department will conduct reference checks with previous employers, including enquiries about disciplinary records and reasons for leaving. The selection process will be guided by the department’s employment equity targets. This is a demanding but rewarding role for a seasoned supervisor looking to contribute to the regulation and administration of public transport in the Western Cape.
