The Assistant Director: TVET Management Information System position is a senior administrative and supervisory role based at the Central Office of the College of Cape Town TVET College. Operating within the college’s information management environment, the incumbent is responsible for the strategic and operational management of the college’s TVET Management Information System, commonly referred to as TVETMIS. This role sits at the intersection of data management, reporting, and institutional governance, ensuring that the college maintains accurate, reliable, and timely student and academic data for both internal decision-making and external compliance with the Department of Higher Education and Training. The position is graded at level 09 and forms part of the college’s broader commitment to effective information management and quality assurance across its campuses and programmes.

To be considered for this post, candidates must hold a Grade 12 or Matric certificate as well as a bachelor’s degree in information management, computing, or a relevant equivalent qualification. Applicants need between three and five years of working experience in information management, with at least three of those years at a supervisory level. Strong computer literacy is essential, specifically in MS Word, MS PowerPoint, MS Excel, MS Access, and MS Outlook. Excellent written and verbal communication skills are required, and the candidate must be fully bilingual in at least two official languages, preferably English plus Afrikaans or Xhosa. A valid driver’s licence is also required. The ideal candidate will have a solid understanding of the policies and governance environment of TVET Colleges, including knowledge of the TVETMIS system and the annual reporting requirements set by Higher Education Institutions. Familiarity with information management principles, office management, Coltech, data warehouse, and ITS prescripts is important, while knowledge of the South African education and TVET college sector is recommended. The role demands a wide range of skills, including accurate administration, planning and organising, financial management, report writing, communication, interpersonal engagement, problem solving, analytical thinking, client service orientation, project management, team leadership, and people management. Personal attributes such as integrity, commitment, proactiveness, and loyalty are also expected.

The core duties of the position revolve around the full lifecycle of TVET MIS management, from capturing and extracting data to maintaining the system and supporting enrolment processes. The Assistant Director will set up the system in readiness for enrolment, control the quality of captured data, and report any errors. Managing student data is a central responsibility, including maintaining registration data and using various tools to extract data for statistical reporting. The role requires interaction with service providers for system upgrades and technical assistance. A significant part of the work involves compiling monthly reports to management and the DHET, covering areas such as student registration for Ministerially approved programmes, apprenticeships, skills and learnerships, and short skills learning programmes. The post also entails compiling and monitoring academic examination and staff statistics, submitting quarterly reports, and preparing monthly, quarterly, and annual reports as requested. The incumbent must maintain, capture, and validate inputs on the ITS student and related systems, set up the student system for registration, and ensure its credibility and reliability. This includes monitoring capturing, quality control, validation, running procedures, creating files, and ensuring that entries are sent to DHET head office. In addition to technical and data responsibilities, the role involves managing human, physical, and financial services, rendering management services to staff, ensuring that all employees in the unit complete performance agreements, and supervising staff.

The College is an affirmative action employer, and all applicants must note the specific application conditions. Candidates are not required to submit copies of qualifications or other documents at the application stage, but must submit a fully signed Z83 form and a detailed curriculum vitae. The new Z83 form must be used, and the reference number and post title must be quoted on the form, which must be originally signed and dated. Shortlisted candidates will be required to submit certified copies of qualifications and other relevant documents. Applications received after the closing date or those that do not comply with the requirements will not be considered. It is the applicant’s responsibility to have foreign qualifications and national certificates evaluated by the South African Qualification Authority where applicable. The Department reserves the right not to fill the post, and the successful candidate will be subjected to personnel suitability checks and other vetting procedures. Correspondence will be limited to shortlisted candidates only, and if no interview notification is received within three months after the closing date, applicants may regard their application as unsuccessful. The Department will not be liable where applicants use incorrect or no reference numbers. All shortlisted candidates will also undertake two pre-entry assessments: one practical exercise to determine technical and generic suitability, and another integrity assessment focused on ethical conduct.
