The Assistant Director: Transversal Support position is a mid-level management role within the Western Cape Mobility Department, part of the Western Cape Government. This post is central to ensuring that the department’s transversal functions run smoothly, providing essential support across financial, administrative, and document management services. The role is designed for a seasoned professional who can coordinate multiple support streams, enabling the department to meet its operational and regulatory obligations. As a transversal support manager, the incumbent will work closely with various line functions, ensuring that policies, procedures, and legislative requirements are consistently applied. The position demands a broad understanding of public service operations, with a strong emphasis on financial governance, procurement, and administrative efficiency.

To be considered for this role, candidates must possess an appropriate three-year National Diploma or a Bachelor’s degree, or an equivalent or higher qualification, alongside a minimum of five years of relevant working experience. The ideal applicant will have demonstrated knowledge of and practical experience with legislation, regulatory frameworks, policies, and best practices relevant to the department’s line functions. Familiarity with information systems used to manage knowledge and information is essential, as is the ability to manage projects, implement operational management practices, and oversee procurement and tendering processes. The role further requires experience in developing, implementing, monitoring, and reviewing policies and operational processes, as well as managing public service procedures, systems, and processes. A solid grasp of public finance, human resources, and related administrative processes is critical, particularly the ability to manage financial processes in accordance with the Public Finance Management Act, 1999, National Treasury Regulations, Provincial Treasury Instructions, and other applicable financial policies and directives. Candidates should also be competent in general office administration, database management, and performance management processes. Strong numeracy and literacy skills, effective computer usage, clear communication in the required language, and the ability to perform accounting, finance, and audit functions are all necessary. The role demands someone who can work effectively under pressure, accommodate irregular hours when required, and consistently meet tight deadlines.

The core duties of the Assistant Director: Transversal Support revolve around three main areas. First, the role provides financial support services, which includes ensuring that financial processes align with legislative and treasury requirements. Second, the position manages document management services, overseeing the proper handling, storage, and retrieval of departmental records and information. Third, the role manages general administrative support duties, ensuring that office operations are efficient and well-coordinated. In addition to these functional responsibilities, the post carries managerial functions, meaning the incumbent will be expected to supervise staff, coordinate workflows, and contribute to the strategic and operational planning of the department.

Shortlisted candidates should be aware that the selection process includes interviews, the submission of vetting and supporting documentation, and two pre-entry assessments: one practical exercise testing technical and generic suitability, and one integrity assessment measuring ethical conduct. The selection process will be guided by the employment equity targets of the department. By applying, candidates consent to the Western Cape Government contacting previous employers or managers for reference checks, which may include enquiries about disciplinary records and reasons for leaving. This is a demanding but rewarding opportunity for a skilled professional looking to make a meaningful contribution to public service delivery in the Western Cape.
