This position within the Western Cape Mobility Department offers an experienced professional the opportunity to oversee the critical financial and regulatory processes associated with traffic law fees. As the Assistant Director for Traffic Law Fee Collection and Disbursement, the successful candidate will be responsible for managing the full lifecycle of fee collection and disbursement across multiple streams, including motor vehicle licensing, the Road Traffic Management Corporation transaction fees, National Traffic Information System (NaTIS) fees, the driving licence card production account, and both driver and vehicle fitness fees. The role is situated within a provincial government environment and carries a supervisory grading, meaning the incumbent will be expected to provide leadership, manage staff, and ensure that all financial operations align with the broader objectives of the department.
To be considered for this role, applicants must hold an appropriate three-year tertiary qualification, such as a National Diploma or a Bachelor’s degree, or a higher qualification. In addition, a minimum of three years of relevant experience at a supervisory level is required. This experience should ideally demonstrate a solid understanding of the legislative and regulatory frameworks governing traffic law administration, as well as practical exposure to financial management and reporting within a public sector context. The department is looking for someone who can navigate complex financial prescripts, including the Public Finance Management Act, National Treasury Regulations, and Provincial Treasury Instructions, while also managing day-to-day operational demands.
The core duties of the post are broad and include managing traffic law fee collection and disbursement operations, ensuring compliance with applicable policies and legislation, and providing advisory support on related matters. The role also involves liaising with a wide range of clients and stakeholders, both internal and external, to facilitate smooth communication and resolve issues. Managerial functions form a significant part of the position, requiring the incumbent to plan, organise, and coordinate activities and resources, compile reports, and lead a team. The ability to work under pressure, meet tight deadlines, and occasionally work irregular hours is essential.
Candidates should possess strong analytical and communication skills, both written and verbal, and be comfortable delivering presentations and influencing stakeholders. Proficiency in using information systems and computer applications is also necessary, as is the capacity to coach, mentor, and resolve conflicts within a team. Shortlisted applicants will be required to attend interviews and undergo two pre-entry assessments: one practical exercise testing technical and generic suitability, and another focused on integrity and ethical conduct. The selection process will be guided by the department’s employment equity targets, and reference checks will include enquiries about disciplinary records and reasons for leaving previous employment. This is a demanding but rewarding role for a detail-oriented professional ready to contribute to the effective governance of traffic law finances.
