The Assistant Director: Systems Control position is a key financial governance role based at the Head Office in Polokwane, within the Limpopo Department of Public Works, Roads and Infrastructure. The post sits at Level 09 and is responsible for safeguarding the integrity of the department’s financial systems, particularly the transversal systems used for budgeting, expenditure, and reporting. The role is central to ensuring that the department complies with the Public Finance Management Act and related Public Service Regulations, and that financial data remains accurate, secure, and properly controlled. The incumbent will operate in a supervisory capacity, providing leadership to staff and acting as a control point for system access, financial reporting, and the annual financial statement process.
To be considered, applicants must have a Grade 12 certificate together with an appropriate qualification at NQF level 6 in Financial Management, Accounting, Auditing, Cost and Management Accounting, or an equivalent qualification recognised by SAQA. A minimum of three years’ relevant experience at a supervisory level is required, along with a valid motor vehicle driver’s licence, although an exception is made for persons with disabilities. The role demands a strong working knowledge of the PFMA, Public Service Regulations, departmental policies and procedures, and transversal systems related to system controlling. In addition, candidates should demonstrate leadership and management capabilities, financial reporting skills, communication and conflict management abilities, project management expertise, and sound problem-solving skills.
The core duties of the post are wide-ranging and control-focused. The Assistant Director must ensure proper security control across all financial systems, implement and enforce segregation of duties, and regularly review users’ access rights to prevent fraud or error. The role also involves providing helpdesk support to all financial system users, developing and implementing procedure manuals and standard operating procedures, and maintaining the departmental standard chart of accounts and security profiles. The incumbent will monitor interfaces between the department’s systems and external platforms such as banks, LOGIS, PERSAL, and BAS, and will be responsible for downloading and preparing the payment-within-30-days report from Vulindlela. Other duties include facilitating the closure of books, monitoring and clearing suspense accounts, ensuring proper financial reporting, and assisting with the preparation of the department’s annual financial statements.
The department is an equal opportunity and affirmative action employer, and women and people living with disabilities are encouraged to apply. All shortlisted candidates will be subjected to security clearance, verification of qualifications, and a Personnel Suitability Check. Shortlisted applicants will also be required to complete two pre-entry assessments: a practical exercise testing technical and generic suitability, and an integrity assessment. Candidates with foreign qualifications must have them evaluated by SAQA. The department reserves the right not to make an appointment, and the final employment decision will be informed by the Employment Equity Plan. Correspondence is limited to shortlisted candidates, and applicants who do not receive feedback within three months of the closing date should consider their application unsuccessful. The department does not cover any costs related to attending interviews, and applicants may seek reasons for administrative decisions in terms of the Promotion of Administrative Justice Act.
