This position is for an Assistant Director in Supply Chain Management, specifically focused on Demand and Contract Management, operating within the Office of the Chief Financial Officer of the Department of Community Safety. Based in Johannesburg, the role carries a supervisory mandate and is graded as an OSD position, reflecting its senior administrative and functional nature within the department’s financial governance framework. The successful candidate will be responsible for steering the full lifecycle of contracts and demand planning, ensuring that the department procures goods and services efficiently, lawfully, and in a manner that delivers value for money. This is not an entry-level position; it requires an experienced professional who can manage compliance, coordinate procurement needs, and supervise a team within the broader public service regulatory environment.
To be considered, applicants must hold a three-year tertiary qualification at NQF level 7 in Supply Chain, Procurement, Finance, Law, or a B-Tech in Logistics. A valid driver’s licence is also required. The role demands three to five years of experience working as an administrator or at the functional level specifically within the Demand and Contract Management environment. Beyond this, the department expects a thorough working knowledge of the Public Service Act and its regulations, accounting principles and practices, as well as the National and Gauteng Provincial Government (GPG) Treasury Regulations. Familiarity with the GPG delegation of authority requirements, financial and administrative processes, and related policies and procedures is also essential, as these govern how procurement decisions are made and authorised.
The core duties of this post centre on supervision, monitoring, and coordination. The Assistant Director must oversee contract administration by monitoring contract performance, reporting on progress, and managing amendments, additions, adjustments, variations, and addenda to agreements. The role also involves coordinating the department’s procurement needs through research, analysis, and review, as well as collecting and compiling information for the annual procurement and demand plan. The incumbent will supervise the development of tender and quotation specifications and ensure that contracts are fully complied with, verifying that products and services are delivered with the correct quantity, quality, conditions, time, place, and price as stipulated. Another key responsibility is monitoring supplier performance against contracts and service level agreements. The position also requires supervising employees, ensuring an effective demand management service, and managing administrative functions related to both financial and human resource administration.
Applicants should note the special conditions attached to this vacancy. While applications are submitted via the prescribed Z83 form and a comprehensive CV, only shortlisted candidates will be asked to provide certified copies of qualifications, and foreign qualifications must be accompanied by a SAQA evaluation certificate. All shortlisted candidates will undergo pre-entry assessments, including a practical exercise and an integrity test, and successful applicants will be subject to personnel suitability checks covering vetting, criminal records, citizenship, credit records, and verification of qualifications and employment history. The department encourages applications from youth, people with disabilities, and candidates from designated groups, with a confirmation of disability required from a registered medical practitioner. The department reserves the right not to appoint and may use alternative recruitment processes. This is a demanding but rewarding role for a skilled SCM practitioner looking to contribute to sound public financial management.
