This position offers an opportunity to contribute to the research and evaluation coordination functions within the Department of Cooperative Governance, based in Pretoria. The role is situated at the Assistant Director level and focuses on bridging policy, research, and practical governance support. The incumbent will be expected to conduct applied research in key priority areas, using a variety of analytical methods and techniques to generate evidence-based insights. This work directly supports the department’s mandate to strengthen cooperative governance, intergovernmental relations, and municipal support. The role also involves policy analysis and supporting policy development projects, which means the Assistant Director will need to stay abreast of legislative developments, socio-economic trends, and governance challenges that affect the department’s work.

Candidates must hold a three-year National Diploma or Degree in Political Science, Development Studies, or an equivalent qualification at NQF level 6 or 7, recognised by SAQA. In addition, applicants need between three and five years of experience in a related field. Practical computer proficiency in Microsoft Office packages, including Word, PowerPoint, Teams, Excel, and Outlook, is essential. A valid driver’s licence and a willingness to travel are also required, as the role may involve site visits or stakeholder engagements. The department looks for a blend of generic and technical competencies. Generic competencies include planning and organising, coordination, problem solving and decision making, project management, people management and empowerment, client orientation, team leadership, diversity management, and strong verbal and written communication. Technical competencies require in-depth knowledge of research methodology, policy analysis, and methods for analysing issues and trends pertinent to the cooperative governance mandate.

The core duties are varied and intellectually demanding. The successful candidate will conduct policy analysis and support policy development projects, as well as applied research using a range of analytical methods. They will develop and refine decision-support products such as memoranda, policy papers, briefing notes, concept documents, and inputs into draft legislation. Writing reports, presentations, and short study briefs for non-research audiences is also a key responsibility, meaning the ability to translate complex findings into accessible formats is important. Additionally, the role involves coordinating requests from internal and external students who wish to undertake academic research within the department, requiring strong organisational and stakeholder liaison skills.

Applicants should note several important conditions. A new application for employment form, the Z83, has been in effect since 1 January 2021, and applications using the old form will not be accepted. Applications must include a comprehensive CV with specific starting and ending dates for all relevant positions, clarity on levels and ranks, the current remuneration package, and at least two contactable references. Only shortlisted candidates will be asked to submit certified documents before interviews. Foreign qualifications must be evaluated by SAQA. Shortlisted candidates will undergo two pre-entry assessments: a practical exercise testing technical and generic suitability, and an integrity assessment. The successful candidate will be subject to pre-employment screening, including criminal, credit, citizenship, and qualification verification, and will serve a 12-month probation period while signing a performance agreement. Persons with disabilities are encouraged to apply. Correspondence is limited to shortlisted candidates, and if no contact is made within three months of the closing date, applicants should consider their application unsuccessful. The department reserves the right to make an appointment.
