This position offers an opportunity to play a central regulatory and compliance role within the Western Cape Mobility Department, part of the Western Cape Government. The Assistant Director: Registration and Compliance is responsible for overseeing the registration and ongoing compliance of all taxi associations operating within the province. The role sits within a directorate focused on transport relations and requires a firm understanding of the legislative environment governing land transport, particularly the National Land Transport Act, its regulations, and the Western Cape Road Transportation Amendment Law. The work is essentially about ensuring that taxi associations and their members operate within the legal framework, while also building constructive relationships with stakeholders across the transport sector.
To be considered, applicants need an appropriate three-year National Diploma or Bachelor’s degree at an equivalent or higher level, together with at least three years of relevant experience at a supervisory level. A valid driving licence (Code B or higher) is required, although people with disabilities who cannot drive but have reasonable access to transport are also encouraged to apply. The role demands a broad range of competencies, including knowledge of legislation, regulatory frameworks, policies and best practices relevant to the line function, as well as the ability to use information systems that support knowledge and information management. Financial management is also key, with the successful candidate expected to manage processes in line with the Public Finance Management Act, National Treasury Regulations, Provincial Treasury Instructions and other applicable financial prescripts. Strong skills in project management, planning, report writing, leadership, communication, data analysis, legal administration and conflict resolution are essential, as is the capacity to work under pressure, meet tight deadlines, and work irregular hours when necessary.
The main duties involve coordinating and managing the registration of all taxi associations through a regulatory process to ensure compliance. This includes processing and managing registration applications, engaging with key stakeholders to strengthen relationships, and empowering taxi association operators through the Standard Minimum Constitution and other capacity-building initiatives. The role also carries managerial and supervisory responsibilities, which means coaching and mentoring staff, maintaining effective interpersonal relationships, and ensuring the operational functioning of the directorate. The post is advertised at a government salary level, and the selection process will be guided by the employment equity targets of the employing department. Shortlisted candidates will be required to attend interviews, submit vetting and supporting documentation within a specified timeframe, and undergo two pre-entry assessments: one practical exercise testing technical and generic suitability, and one integrity assessment. By applying, candidates consent to the Western Cape Government contacting previous employers for references, including checks on disciplinary records and reasons for leaving. This is a demanding but rewarding role for a seasoned professional looking to make a meaningful impact on public transport regulation and compliance in the Western Cape.
