This position is for an Assistant Director within the Provincial Regulation Entity based in the Eden region, operating under the Western Cape Mobility Department. The role sits within the broader regulatory framework of the Western Cape Government and is focused on the effective administration and enforcement of public transport legislation at a provincial level. The incumbent will be responsible for overseeing the day-to-day regulatory operations in the region, ensuring that the issuing of operating licences is managed efficiently and in full compliance with the applicable legal and policy frameworks. This is a supervisory-level post, graded at Level 09, and forms part of the department’s broader commitment to maintaining orderly, safe and legally compliant public transport services across the province.

To be considered for this role, applicants must hold an appropriate three-year tertiary qualification, such as a National Diploma or a Bachelor’s degree, or a higher qualification. In addition, a minimum of three years of relevant experience at a supervisory level is required. The ideal candidate will have a strong working knowledge of the legislative and regulatory environment governing public transport, including the National Land Transport Act, the Road Transportation Act, the Western Cape Road Transportation Amendment Law, and the National Land Transport Regulations. Familiarity with the Public Service Act and Public Service Regulations is also essential, as is an understanding of the Public Finance Management Act, National Treasury Regulations and Provincial Treasury Instructions. Practical experience in managing financial processes, monitoring and reporting, and operating information systems such as the Public Transport Regulation System and LTPS/NTIS is expected. The role also requires the ability to manage a Walk-In-Centre, process operating licence applications, and develop, implement and review operational policies and procedures.

The main duties of the post include managing the issuing of operating licences in the Eden region, handling enquiries and complaints from the public and industry stakeholders, and liaising with various role-players in the transport sector. The Assistant Director will also be responsible for ensuring accurate reporting, analysis and record keeping, as well as performing broader managerial functions such as planning, organising resources, leading staff, and managing performance and labour relations. Strong communication, presentation, problem-solving and project management skills are required, along with the ability to work under pressure, meet tight deadlines, and work irregular hours when necessary. The successful candidate will also be expected to build effective interpersonal relationships, resolve conflicts, and coach and mentor staff.

Shortlisted candidates will be required to attend interviews and must submit duly completed vetting and supporting documentation within a specified timeframe. Two pre-entry assessments will be conducted: one practical exercise to assess technical and generic suitability, and one integrity assessment. The selection process will be guided by the employment equity targets of the department. By applying, candidates consent to reference checks with previous employers, which may include enquiries about disciplinary records and reasons for leaving. This is an opportunity for a skilled regulatory professional to contribute to the effective governance of public transport in the Western Cape.
