This position offers an opportunity to take charge of the people management records function within the Department of the Premier in the Western Cape Government. As Assistant Director, you will be responsible for the People Management Registry that serves all eleven Corporate Service Centre client departments. This is a supervisory and operational management role, ensuring that all human resource related records are handled correctly from creation through to final disposal. The work sits at the intersection of records governance, public service administration, and human resource support, making it a critical role for accountability and efficient service delivery across the provincial government.
To be considered, you need an appropriate three-year National Diploma or a Bachelor’s degree at an equivalent or higher level, together with at least five years of relevant experience in records management within the public sector. A valid Code B or higher driving licence is also required, although applicants with disabilities that restrict driving ability may still apply if they have reasonable access to transport. The role demands a solid understanding of the legislative and governance framework for records, including the Provincial Archives and Records Service Act and the prescripts of the National Archives and Records Service. You should also be familiar with knowledge management principles, retention scheduling, disposal authorisations, and the broader regulatory and policy environment affecting line functions. Project management, operational management, labour relations legislation, performance management, policy development, and modern public service systems are all relevant to this post.
Your main duties will involve managing the safe-keeping, storage, retrieval, and disposal of all people management records for the CSC client departments. You will establish and maintain an electronic records management system, oversee archiving and disposal processes, and manage the Document Control unit at the People Management Walk-in Centre. The role also includes providing a messenger, collections, and courier service, planning and distributing work within the registry, and reviewing or developing new procedures to improve efficiency. You will conduct risk analyses for registry functions and maintain the registry risk register. In addition, you will compile and maintain an approved records classification system for both paper-based and electronic records, while monitoring and supervising the quantity and quality of outputs delivered by the registry team.
Shortlisted candidates will be required to attend interviews and must submit duly completed vetting and supporting documentation within the timeframe set by the department. Failure to do so without reasonable justification may result in exclusion from the process. All shortlisted candidates will also undertake two pre-entry assessments: a practical exercise testing technical and generic suitability for the post, and an integrity assessment relating to ethical conduct. The selection process will be guided by the employment equity targets of the employing department. By applying, you consent to the Western Cape Government contacting your previous employers or managers for reference checks, which will include enquiries about your disciplinary record and reasons for leaving. This is a demanding but rewarding role for a records management professional looking to make a meaningful contribution to public sector administration.
