This position is for an Assistant Director within the Office of the Head of Department at the Department of Environmental Affairs and Development Planning, part of the Western Cape Government. The role is a senior administrative and managerial post, graded at salary level 09, and is central to ensuring that the Office of the HOD functions effectively and efficiently. The successful candidate will work in a dynamic provincial government environment, providing high-level secretariat and administrative support while also engaging with a wide range of internal and external stakeholders. The context of the role demands a thorough understanding of public service operations, legislative frameworks, and the socio-economic and political landscape of the Western Cape.
To be eligible, applicants must hold a qualification at NQF level 6 or equivalent, together with a minimum of three years of relevant experience. The department requires a working knowledge of legislation, regulatory frameworks, policies, and best practices that affect the line function, as well as information systems used to manage knowledge and information. Project management, operational management, procurement and tendering processes, and policy development are all key areas of expertise. Candidates should also be familiar with modern systems of governance, public service procedures, and the constitutional, legal, and institutional arrangements governing the South African public sector. Knowledge of the Public Finance Management Act, National and Provincial Treasury Regulations, and other financial policies and collective agreements is essential. In addition, an understanding of labour relations legislation, performance management, and the functioning of sister departments and related functional areas is required. The role also calls for awareness of regional and local political, economic, and social affairs impacting the provincial government, as well as the policies of the government of the day. Strong skills in numeracy, computer literacy, language, project management, accounting, finance, and audit are expected.
The main duties of the post include rendering secretariat support to the HOD, which involves coordinating meetings, managing documentation, and ensuring the smooth flow of information. The Assistant Director will also render an administrative support service, handle communication and liaison with various stakeholders, and carry out managerial functions such as planning, organising, and overseeing staff. This is a multifaceted role that requires sound judgement, confidentiality, and the ability to work under pressure.
Shortlisted candidates will be required to attend interviews and must submit duly completed and signed vetting and supporting documentation within a specified timeframe. Failure to do so without reasonable justification may result in exclusion from the process. All shortlisted candidates will also undertake two pre-entry assessments: one practical exercise to determine suitability based on technical and generic requirements, and one integrity assessment focusing on ethical conduct. The selection process will be guided by the employment equity targets of the department. By applying, candidates consent to the Western Cape Government contacting previous employers for reference checks, including enquiries about disciplinary records and reasons for leaving. This is a demanding and rewarding opportunity for a seasoned professional looking to contribute to environmental affairs and development planning at a senior level within the Western Cape Government.
