This position is for an Assistant Director responsible for monitoring and reporting within the Western Cape Government’s Department of Social Development. The role operates at a managerial level and is central to ensuring that the department’s service delivery objectives are properly tracked, evaluated and reported on. The incumbent will be expected to design, implement and oversee departmental performance monitoring and reporting processes, working in line with applicable legislation, policies, guidelines, standards and best practices. This includes contributing to the development and maintenance of performance indicators and monitoring frameworks, as well as facilitating the department’s Management for Performance Improvement and Monitoring (MPAT) process. The role also involves monitoring the implementation of Service Delivery Improvement Plans (SDIPs) and providing support and guidance to users of the provincial project management and information systems, specifically the BizSuite applications such as BizProjects, BizPerformance and BizBrain.
To be considered for this post, candidates must hold an appropriate three-year bachelor’s degree or an equivalent or higher qualification, together with a minimum of three years of relevant experience. The role requires a sound knowledge of applicable policies, legislation, guidelines, standards, procedures and best practices, as well as public service procedures and project management methodologies. An awareness of global, regional and local political, economic and social affairs that impact on the Western Cape Government is also important. The ideal candidate will have strong skills in interpreting and applying relevant policies and procedures, problem solving, facilitation, presentation, policy formulation and analysis, monitoring and evaluation, and both written and verbal communication. Additional competencies include organising, information and knowledge management, dispute resolution and conflict management, interpersonal relationships, analytical thinking, project management, and the ability to analyse, conceptualise and implement policy. Research skills are also required.
The main duties include developing and implementing departmental performance monitoring and reporting processes, contributing to the development and maintenance of performance indicators and monitoring frameworks, monitoring the implementation of Service Delivery Improvement Plans, facilitating the department’s MPAT process, and providing support and guidance in the management of provincial project management and information systems. Shortlisted candidates will be required to attend interviews on a date and time determined by the department and must submit duly completed and signed vetting and supporting documentation within the timeframe communicated by the Western Cape Government. Failure to do so without reasonable justification may result in disqualification from the process. All shortlisted candidates will also undertake two pre-entry assessments: a practical exercise to determine suitability based on the post’s technical and generic requirements, and an integrity assessment relating to ethical conduct. The selection process will be guided by the employment equity targets of the employing department. By applying, candidates consent to the Western Cape Government contacting previous employers or managers for employment references, including enquiries relating to disciplinary records and reasons for leaving. This is a demanding but rewarding opportunity for a skilled monitoring and reporting professional to contribute meaningfully to social development service delivery in the Western Cape.
