The Assistant Director: Management Accounting position is a senior financial management role based at the Central Office of False Bay TVET College, operating within the broader post-school education and training sector. This post is responsible for providing strategic financial planning, budgeting, and reporting support across the college, ensuring that financial processes align with legislative requirements and institutional performance goals. Working within a dynamic and regulated environment, the role requires a strong command of public finance frameworks and the ability to coordinate multiple financial activities, including the Medium-Term Expenditure Framework (MTEF) budget process, adjustments estimates, cash flow management, and the compilation of annual financial statements. The incumbent will serve as a key advisor and supervisor, enabling line managers and executive leadership to make sound financial decisions through accurate analysis, forecasting, and quality assurance.
To be considered for this role, applicants must hold a Grade 12 or Matric certificate as well as a recognised National Diploma at NQF Level 6 in Financial Management or a related field. At least three to five years of experience in a financial management environment is required, including proven supervisory experience. The successful candidate must be proficient in Microsoft Office and possess a valid driver’s licence. A thorough working knowledge of the PSET and CET Act, the Public Finance Management Act (PFMA), Treasury Regulations, the Skills Development Act, Public Service Regulations and the Public Service Act, as well as the Labour Relations Act, is essential. Familiarity with the National Student Financial Aid Scheme (NSFAS) and related legislation, alongside practical experience with financial management systems, will also be critical. Beyond these technical requirements, the role demands strong analytical, coordination, and communication competencies, as the position requires constant interaction with internal departments, external stakeholders, and regulatory bodies.
The duties of this position span the full management accounting cycle. In the planning phase, the Assistant Director will coordinate, review, and quality assure financial supporting information for strategic and annual performance planning, evaluate business and project plans, and verify the accuracy of financial data used in planning processes. In budgeting, the role involves coordinating the MTEF budget preparation and consultation process, interpreting treasury guidelines for the Estimates of National Expenditure (ENE), developing templates for budget information collection, and aligning budget statements with the annual performance plan and national and provincial spending priorities. The incumbent will also oversee monthly cash flow and adjusted cash flow requirements as prescribed by Treasury, recommend corrective actions where necessary, and supervise the adjustments estimates process, including virements and rollovers. In addition, the role requires monitoring the recording of adjustments, ensuring all shifts and virements are reflected in the adjusted budget, and contributing to the preparation of annual financial statements. On the reporting side, the position entails evaluating monthly reports on variance between actual and budgeted expenditure, recommending appropriate actions, monitoring the In Year Monitoring Report, and guiding role players in forecasting methods and tools. The Assistant Director will compile information for interim and annual performance reports and manage the operational processes, resources, and procedures associated with management accounting. This includes developing and reviewing departmental policies and procedures, allocating duties to personnel, monitoring outcomes, determining workflow requirements, and addressing deviations from standards. The position also carries human resource responsibilities, including monitoring employee performance, identifying training needs, and managing leave and related personnel matters in line with laid-down HR procedures.
This is an OSD-graded post within the public service, and the selection process will include pre-entry assessments for shortlisted candidates, covering both a practical exercise and an integrity assessment. Applicants are reminded that only fully signed Z83 forms and detailed CVs are required at the application stage, with certified copies of qualifications and other documents to be submitted only by shortlisted candidates. Foreign qualifications must be evaluated by the South African Qualifications Authority (SAQA), and the successful incumbent will be subject to personnel suitability checks and vetting procedures. Equity considerations apply, and the department reserves the right not to fill the post. This role offers an opportunity for a seasoned financial professional to make a meaningful contribution to the governance and financial sustainability of a TVET college, ensuring that public funds are managed with integrity, efficiency, and accountability.
