This vacancy within the Department of the Premier in the Western Cape Government offers an opportunity for an experienced professional to serve as Assistant Director for Job Design and Service Delivery Initiatives. The post is available in two components and is graded at Level 09. The role sits within the broader organisational development and human resources environment of the provincial government, focusing on how work is structured, how jobs are designed and evaluated, and how service delivery can be improved across the public service.
The successful candidate will need an appropriate three-year National Diploma or Bachelor's degree, or equivalent or higher qualification, in fields such as Social Sciences, Humanities, Industrial Psychology, Industrial Engineering, Public and Business Management Science or a related discipline. At least three years of relevant experience is required. A valid Code B or higher driving licence is essential, although applicants with disabilities that restrict driving abilities may still apply if they have reasonable access to transport. The role demands a broad range of competencies, including knowledge of organisational performance, job evaluation systems, organisation development theory and practice, appreciative inquiry, research methods, project management, mentoring and coaching, as well as relevant legislation and government policies. Strong skills in numeracy, literacy, computer use, communication, project management, analytical thinking, data analysis, facilitation, problem-solving, interviewing, negotiation, team building and interpersonal engagement are also necessary.
The duties are wide-ranging and centre on delivering work organisation capacity services. This includes diagnosing organisational challenges and supporting improvements through organisation design, job design, process improvement and change interventions. The Assistant Director will also deliver transversal job design services, which involves designing and evaluating jobs, applying the prescribed job evaluation system, and ensuring consistent job grading practices across government. Managerial functions form part of the role, requiring the planning and management of work, supervision of staff, performance monitoring and resource management in line with governance requirements. In addition, the post involves delivering transversal organisation design and alignment, meaning the design and alignment of organisational structures, mandates and operating models to support strategic priorities and effective service delivery. The incumbent will also support and coordinate service delivery improvement initiatives, assessments and reporting linked to provincial and national frameworks, and will help develop and enable organisation development practice through policies, frameworks, methodologies, tools, systems and capability building.
Shortlisted candidates should note that they will be required to attend interviews on a date determined by the department and must submit duly completed and signed vetting and supporting documentation before the interview. Failure to do so within the prescribed timeframe, without reasonable justification, may result in exclusion from the process. All shortlisted candidates will also undertake two pre-entry assessments: a practical exercise testing technical and generic suitability, and an integrity assessment relating to ethical conduct. The selection process will be guided by the employment equity targets of the employing department. By applying, candidates consent to the Western Cape Government contacting previous employers or managers for reference checks, including enquiries about disciplinary records and reasons for leaving. This is a demanding but rewarding role for someone with a strong background in organisation development and a commitment to improving public service delivery.
