The Assistant Director: Internal Control (Governance) position is a senior operational role within the Western Cape Mobility Department, part of the Western Cape Government. The post sits at a Level 09 grade and is central to strengthening the department’s governance, assurance, and internal control environment. The incumbent will work within the public service framework and will be expected to support the department in meeting its legislative and financial obligations, particularly in relation to external audit processes and the delivery of proper governance and assurance services. This is a demanding role that requires a sound understanding of public sector financial management, regulatory compliance, and internal control systems, and it offers an opportunity to contribute meaningfully to the integrity and accountability of a provincial government department.
To be considered, applicants must hold an appropriate three-year bachelor’s degree or an equivalent or higher qualification, together with at least three years of relevant experience in an internal control and governance working environment. The role demands a thorough working knowledge of legislation, regulatory frameworks, policies, and best practices that affect line functions, as well as familiarity with the external audit processes of the Auditor-General of South Africa. A strong grasp of the Public Finance Management Act, National Treasury Regulations, Provincial Treasury Instructions, and other financial policies, prescripts, directives, and collective agreements is essential. Candidates should also understand modern systems of governance and administration, public service procedures and processes, and the policies of the government of the day.
The successful candidate will need a broad range of technical and behavioural skills. These include numeracy, literacy, computer literacy, and strong written and verbal communication. Project management, accounting, finance, audit, and financial management skills are also required, along with conflict management, risk management, planning, organising, monitoring and evaluation, decision-making, problem-solving, report writing, investigations, and interpretation. The ability to work under pressure, willingness to work irregular hours, and capacity to meet tight deadlines are critical, as the role involves managing competing priorities within a governance and compliance environment.
In terms of duties, the position carries responsibility for supporting the external audit process conducted by the Auditor-General of South Africa, ensuring that proper governance services are rendered across the department, and providing appropriate assurance services. The role also includes managerial functions, meaning the incumbent will be expected to supervise or coordinate work, guide staff, and contribute to the operational management, monitoring, and review of internal control processes. Policy development and the implementation of governance frameworks are also likely to form part of the day-to-day responsibilities.
Shortlisted candidates should note that the selection process includes interviews, the submission of vetting and supporting documentation within a specified timeframe, and two pre-entry assessments: one practical exercise testing technical and generic suitability, and another assessing integrity and ethical conduct. The selection process will be guided by the employment equity targets of the employing department. By applying, candidates consent to the Western Cape Government contacting previous employers or managers for reference checks, including enquiries about disciplinary records and reasons for leaving. This is a demanding but rewarding opportunity for a governance professional seeking to make a tangible impact within the public sector.
