This permanent position of Assistant Director: Information Management (Analyst Developer) is based within the Directorate: Information Technology at Head Office. The role sits at the intersection of software development, database management and systems integration, with a strong focus on supporting healthcare and related systems. The incumbent will be responsible for designing, developing, testing, deploying and maintaining full-stack .NET systems, as well as building integration solutions that allow different health and other systems to work together seamlessly. The post forms part of the department’s broader digital transformation agenda and requires a candidate who can balance technical delivery with compliance, documentation and stakeholder engagement.
Candidates must hold an appropriate three-year National Diploma or B-Degree, together with appropriate working experience in an IT environment and systems development. Proven experience developing and maintaining systems using C# and .NET/.NET Core is essential, as is experience developing enterprise systems and RESTful APIs. The role also requires experience with Git-based source control and CI/CD pipelines, experience working within Agile and Scrum delivery environments, and experience supporting digital transformation initiatives. Familiarity with healthcare, the public sector, or other regulated environments is expected, given the nature of the systems involved.
The ideal candidate will bring strong technical proficiency in C# and .NET/.NET Core, a solid understanding of object-oriented programming, SOLID principles and clean coding practices, and a working knowledge of authentication, authorization and secure API development. Strong SQL Server and database development skills are required, along with a basic understanding of Microsoft Azure or similar cloud platforms and knowledge of messaging or event-driven systems. The role demands the ability to estimate development effort, manage delivery expectations, and build and maintain productive relationships with stakeholders. Familiarity with Agile methodologies and Scrum practices, coupled with strong debugging, troubleshooting, problem-solving, analytical, communication and collaboration skills, will be key to success.
The core duties cover the full software development lifecycle. This includes documenting procedures and maintaining updated technical documentation; ensuring developed systems adhere to defined compliance standards; and embedding compliance into the development lifecycle through continuous monitoring via logging, alerting and audit mechanisms. The analyst developer will integrate with other health and related systems, building scalable, reusable integration solutions that enable end-to-end business operations, growth and agility while maintaining data integrity and minimizing disruptions. Database design and development form a significant part of the role, as does the development and maintenance of full-stack .NET systems across front-end and back-end components. The incumbent will design systems according to business requirements and architectural standards, apply effective testing practices to minimize defects, and provide ongoing support and maintenance. This includes enhancing existing systems for improved usability and performance, investigating and resolving defects within agreed timelines, contributing to training material, assisting in managing agile projects, and driving continuous improvement in systems development methodologies and stakeholder satisfaction.
Inherent requirements include a valid Code B or EB driver’s licence and a willingness to travel and to be on standby when needed. This is a permanent appointment offering an annual salary plus service benefits such as a 13th cheque, employer pension fund contributions, and housing and medical aid allowances, with the full remuneration package as advertised. Enquiries may be directed to the contact person named in the advertisement.
