This position, known as Assistant Director: Income and Expenditure Control, is a senior financial oversight role within the Financial Accounting and Administration component of a national government department, based in Johannesburg. The successful candidate will join a team responsible for ensuring that public funds are spent correctly, lawfully, and in accordance with strict financial regulations. The role is essentially a control and verification function, sitting at the heart of the department’s payment processes, and it carries significant responsibility for safeguarding the integrity of financial transactions, managing a team, and supporting the broader strategic objectives of the unit. It is a demanding post that requires a blend of technical accounting knowledge, supervisory skill, and the ability to work under pressure in a fast-paced public-sector environment.

To be considered, applicants must hold a Matric certificate together with a National Diploma or Degree in Finance, Cost and Management Accounting, B Com Accounting, or another relevant qualification at NQF Level 6 or 7, recognised by SAQA. In addition, a minimum of three to five years of relevant experience at Admin Officer level within a financial administration or management accounting environment is required. A valid driver’s licence is also essential. The department is looking for someone with a solid working knowledge of key legislative frameworks, including the Public Financial Management Act, Treasury Regulations, and the Division of Revenue Act, as well as practical proficiency in the BAS and SAP financial systems. Beyond technical skills, the ideal candidate will demonstrate strong planning, organising, and execution abilities, sound knowledge management, strategic thinking, and the capacity to manage conflict. Competencies such as strategic capability and leadership, people management and empowerment, programme and project management, financial management, and change management are all central to the role, along with problem-solving, client orientation, service delivery innovation, honesty, and integrity. Personal attributes should include excellent written and verbal communication, self-management, the ability to work well under pressure, strong interpersonal skills, and effective negotiation skills.

The core duties revolve around monitoring and implementing the verification of grant claims and invoices for operational goods and services. This includes checking that financial authorisation forms are signed by the relevant officials and that the entity name on the form matches the attached invoice. The post holder must also ensure that all supporting documents, such as contracts, claim forms, HSS forms, progress payment claims, and document checklists, are present and consistent. A key responsibility is confirming that the total amounts on the authorisation form, HSS form, and claim all correspond, and that all documentation complies with procurement and quotation regulations. The role involves facilitating the payment of claims and invoices, monitoring invoices on SAP for the validity of tax clearance certificates, vendor numbers, invoice amounts, and bank account details, and capturing invoices against the correct budget allocations. The Assistant Director will also attend to supplier and payment queries from both internal and external stakeholders, facilitate the scanning of claims from E-Gov using SAP, and pass correcting journals on SAP for any misallocations identified during verification. Ensuring that vendor details, SAP account numbers, reference numbers, and gross and net amounts all match the invoice is a critical control point. The role also requires compiling and updating exception reports on payments made within 15 and 30 days on a weekly, monthly, and quarterly basis, and monitoring expenditure reports for discrepancies or overspending, submitting these to the Senior State Accountant for review. In addition, the position carries supervisory responsibilities, including staff management, discipline maintenance, performance and development management, establishing effective communication arrangements, planning and allocating work, and preparing meeting packages while performing secretariat functions during meetings and presentations.

This is an OSD-graded position with a competitive salary and benefits package. Employment equity targets apply, and preference will be given to suitably qualified African males, Indian males, Coloured males, and Persons with Disabilities. Youth candidates are strongly encouraged to apply. This is an excellent opportunity for a seasoned finance professional looking to step into a leadership role within the public sector, where meticulous attention to detail and a commitment to financial compliance are essential.
