This position is for an Assistant Director within the Fraud, Anti-Corruption and Integrity Management branch of the Gauteng provincial government, based at Umnotho House in Johannesburg. The role is a management-level post within the broader public service integrity framework, focused on preventing, detecting, and investigating unethical conduct, fraud, and corruption across the department. The incumbent will work closely with senior leadership, including the Deputy Director and Chief Risk Officer, and will be responsible for coordinating the department’s fraud risk identification and assessment processes on a regular basis. This includes gathering information to inform the development of the departmental fraud prevention policy and plan, as well as facilitating the creation of an anti-corruption policy and plan. The role also requires reporting all incidents of unethical behaviour, fraud, and corruption to the relevant senior officials and liaising with external stakeholders such as other investigative units, government departments, and law enforcement agencies.
Candidates must hold an NQF Level 7 qualification in Forensic Auditing, Auditing, or Compliance, as recognised by SAQA. A Certified Fraud Examiner (CFE) designation will be an added advantage. A minimum of three years of experience in an investigation or forensic audit environment is required, along with a valid Code 8 or Code 10 driver’s licence. The role demands a strong understanding of legislative frameworks governing anti-corruption and fraud prevention, as well as the ability to conduct thorough investigations, compile detailed reports, and provide recommendations to management.
The core duties are wide-ranging. The Assistant Director will manage the fraud and ethics risk register on an ongoing basis, evaluate mitigating measures, and monitor their implementation. They will facilitate training for management and employees on risk management, internal controls, and the legislative framework around anti-corruption. The role also involves conducting investigations into allegations of fraud and corruption, which includes identifying and requesting supporting documents, compiling planning documents, interviewing relevant personnel and stakeholders, and drafting investigation reports with clear findings and recommendations for review and approval. After recommendations are approved, the post holder will communicate them to management and follow up on their implementation. Monthly reports on investigations must be submitted to management, and all unethical and corruption cases must be recorded in the department’s information systems. The position also requires collaboration with law enforcement agencies on corruption cases and providing information to the Head of Department, the Executing Authority, the Government Audit Service, the Office of the Premier, and other stakeholders.
In addition to investigation work, the role covers broader integrity management functions. This includes assisting managers and staff in reporting risk information, helping to ensure 100% financial disclosure by SMS, MMS, and other designated categories of employees, and providing support with the completion of e-Disclosure forms. The Assistant Director will verify financial disclosures, investigate any anomalies, and assist employees with the full process of applying for Remunerative Work Outside Employee’s Employment (RWOEEs), as well as declarations of gifts. They will update and monitor the RWOEE register and the Gift Register. The role also involves engaging with auditors during audits of the ethics management programme, including biannual or quarterly data analysis audits, and coordinating the implementation of lifestyle audits, conducting such audits where necessary. As a supervisory position, the Assistant Director will manage the performance of supervised staff, develop their skills, motivate the team, and cultivate a culture of service delivery.
This is a demanding role suited to a professional with strong investigative, analytical, and interpersonal skills. The successful candidate will be expected to keep abreast of national and international developments in fraud prevention and anti-corruption, and to provide ongoing awareness through workshops and other communication mediums. As with all public service posts, the appointment is subject to security clearance, verification of qualifications, and criminal record checks. Shortlisted candidates may be required to undergo a technical exercise and an integrity assessment as part of the selection process. This is an OSD-graded position within the management echelon, offering an opportunity to make a meaningful contribution to clean governance and ethical conduct within the Gauteng provincial government.
