This position serves as a key financial leadership role within the Central Johannesburg TVET College, based at the Central Office. As the Assistant Director for Financial Accounting, you will be responsible for the overall management and oversight of the college’s financial accounting functions, ensuring compliance with the Public Finance Management Act, Treasury Regulations, and other relevant legislation governing the post-school education and training sector. The role is situated within a dynamic and regulated environment, requiring a deep understanding of the PSET and CET Acts, as well as the operational realities of a technical and vocational education and training institution. This is a re-advertisement, and previous applicants who remain interested are strongly encouraged to re-apply, as the college seeks to fill this critical post with a suitably qualified and experienced candidate.

To be considered for this role, you must hold a National Senior Certificate or equivalent, combined with a recognised three-year National Diploma at NQF level 6 in Financial Management or a closely related field. A minimum of three to five years of direct work experience within a finance section is required, along with at least three to five years of supervisory experience, demonstrating your ability to lead and manage a team effectively. A valid driver’s licence and strong computer literacy, particularly in MS Office, are essential. You will also need a thorough working knowledge of the PFMA, Treasury Regulations, the Skills Development Act, the Public Service Regulations and Act, the Labour Relations Act, and the National Student Financial Aid Scheme and its related legislation. Familiarity with financial management systems is also a prerequisite, as is a proven track record in administrative planning, organising, report writing, problem solving, and client-oriented service delivery. Strong interpersonal, communication, analytical, and project management skills are equally important, alongside team leadership and people management capabilities.

Your core duties will encompass the full spectrum of financial accounting and control. You will be responsible for budget preparation, implementation, monitoring, and control, as well as the preparation of annual financial statements. This includes the collection and recording of revenue, managing cashier services, banking and electronic payments, and overseeing debt management. You will monitor and report on revenue and expenditure, including compensation of employees, goods and services, and transfers and subsidies. You will also manage year-end and month-end close-out processes and procedures, ensuring accuracy and timeliness. A significant part of your role will involve supervising employees to deliver an effective financial accounting service, and you will act as the primary liaison with both internal and external auditors, ensuring that all audit queries are addressed and that the college maintains a clean audit outcome.

The college is committed to employment equity and will prioritise candidates whose appointment promotes representativity in terms of race, gender, and disability, in line with its Employment Equity Policy and applicable targets. All shortlisted candidates will be required to undergo two pre-entry assessments: a practical exercise testing technical and generic suitability for the post, and an integrity (ethical conduct) assessment. These will be scored as part of the interview process. The successful candidate will be required to sign an annual performance agreement, disclose their financial interests, and be subjected to security clearance and personnel suitability checks, including criminal record, citizenship, qualification verification, and previous employment verification. It is the applicant’s responsibility to have any foreign qualifications evaluated by SAQA. If you have not been contacted within three months of the closing date, please consider your application unsuccessful. The college reserves the right not to make an appointment, and candidates are responsible for their own travel and accommodation arrangements during the recruitment process.
