This position offers an opportunity to contribute directly to the growth and sustainability of small, medium and micro enterprises within the Western Cape Government’s Department of Infrastructure. As an Assistant Director for Enterprise Development, the successful candidate will work within a public-sector environment focused on creating an enabling business climate, strengthening entrepreneurship, and improving access to both financial and non-financial support for small businesses. The role is essentially about supporting the design, coordination and implementation of enterprise development initiatives, while also working to remove blockages that hinder service delivery and business growth. It requires a blend of strategic thinking, stakeholder engagement and practical project management, all aimed at fostering economic participation and market access for emerging enterprises.

Candidates must hold an appropriate qualification at NQF level 6 or higher, with a recognised focus in Business Management, Business Administration, Commerce or Project Management. In addition, a minimum of three years of relevant experience in enterprise development and administration is required. This experience should demonstrate a solid understanding of how small businesses operate, how to support them through government programmes, and how to manage the administrative processes that underpin such initiatives. The role also demands a working knowledge of economics, the application of statistical information, public administration, relevant legislative and regulatory frameworks, policies and standards, as well as project management principles and computer software programmes.

Beyond the formal qualifications, the ideal candidate will possess a broad range of technical and interpersonal skills. These include stakeholder management, computer literacy, strong language and communication abilities, information technology proficiency, formal training capability, financial analysis, strategic planning, facilitation, negotiation, problem solving, decision making, applied strategic thinking and creative thinking. These competencies are essential for engaging with diverse partners, analysing business needs, and developing practical solutions that support enterprise development in a government context.

The core duties of the post are varied and impact-focused. The Assistant Director will support the development of initiatives that enable small businesses to access both non-financial and financial support, and will help implement programmes that create market access opportunities. Another key responsibility is facilitating and strengthening partnerships that provide business development services, including leveraging funding and supplier development opportunities. The role also involves supporting initiatives that enhance both social and business entrepreneurship, as well as improving the enabling environment for business through constructive government interaction. Furthermore, the post requires identifying gaps or blockages in service delivery and referring these to the relevant components for action.

Candidates should note that they must be available for selection interviews on a date, time and place determined by the department. In line with the department’s employment equity plan, this advertisement aims to promote equal opportunities and fair treatment in employment through the elimination of unfair discrimination. Preference may be given to excess personnel. All shortlisted candidates will be required to undertake two pre-entry assessments: one practical exercise to determine suitability based on the technical and generic requirements of the post, and one integrity assessment focusing on ethical conduct. This is a demanding but rewarding role for a professional who is passionate about enterprise development and public service delivery.
