This position is for an Assistant Director specialising in District and Local Performance Monitoring within the Department of Local Government in the Western Cape Government. The role sits at a senior administrative level and is central to ensuring that municipalities across the province are performing effectively, complying with legislation, and delivering services in line with national and provincial mandates. The incumbent will be responsible for coordinating and driving the monitoring, evaluation, and reporting functions that support municipal accountability and improvement. This is a managerial post, meaning the successful candidate will not only perform technical oversight but also lead teams, manage workflows, and contribute to strategic decision-making within the department.
To be considered for this role, applicants must hold a qualification at NQF level 6 in Public Administration or an appropriate diploma, coupled with at least three years of relevant experience. The role demands a deep and working knowledge of a wide range of legislative and regulatory frameworks, including the Municipal Systems Act, the Municipal Structures Act, regulations governing senior managers, and disciplinary regulations for senior managers. Familiarity with the Public Finance Management Act, Treasury regulations, labour relations legislation, and the broader constitutional and institutional arrangements of the South African public sector is essential. The ideal candidate will also understand the political, economic, and social dynamics of the Western Cape, as well as the functioning of sister departments and intergovernmental relations. Strong technical skills are required, including the ability to analyse municipal budgets and financial statements, interpret data, interrogate information systems, and apply project management, budgeting, and negotiation techniques. Analytical thinking, conflict management, organisational ability, and excellent written and verbal communication are also critical.
The core duties of the role involve coordinating the draft annual Municipal Performance Report in terms of section 47 of the Municipal Systems Act. The Assistant Director will collect, validate, and evaluate municipal data and compliance reports, analyse trends in municipal compliance, and conduct follow-up research arising from those trend reports. The position also requires developing and submitting recommendations for municipal support, capacity-building initiatives, and appropriate interventions where needed. Managerial functions form a significant part of the role, including overseeing staff, planning, and ensuring operational effectiveness.
Shortlisted candidates will be required to attend interviews and must submit vetting and supporting documentation within a specified timeframe. All shortlisted candidates will also undergo two pre-entry assessments: a practical exercise testing technical and generic suitability, and an integrity assessment. The selection process will be guided by the employment equity targets of the department. By applying, candidates consent to reference checks with previous employers, including enquiries about disciplinary records and reasons for leaving. This is a demanding but rewarding opportunity for a skilled public administration professional seeking to make a tangible impact on local government performance and service delivery in the Western Cape.
