This vacancy is for an Assistant Director responsible for departmental performance monitoring and reporting within the Department of Tourism, based in Pretoria. The role sits within the corporate performance management environment and is central to ensuring that the Department meets its legislative reporting obligations. The incumbent will report to the Deputy Director for Monitoring and Reporting and will act as the key coordinator for all organisational performance information, both for internal management and for external oversight bodies. This is a demanding position that requires someone who can work under pressure, meet tight deadlines, and pay close attention to detail while managing multiple reporting cycles simultaneously.
To be considered, applicants must hold a recognised qualification at NQF Level 6 in Social Sciences, Management, Business Administration, Public Administration, or an equivalent field. They need three to four years of experience in strategic planning, performance monitoring, and reporting, with at least two of those years at a senior practitioner level or equivalent. The ideal candidate should have a thorough understanding of organisational performance management systems, including the Electronic Quarterly Performance Reporting System (eQPRS), and must be familiar with the broader legislative and regulatory framework governing public sector reporting. This includes the Public Finance Management Act, Treasury Regulations, the National Treasury frameworks for strategic and annual performance plans, the Policy Framework for the Government-wide Monitoring and Evaluation System, and the guidelines for preparing annual and quarterly performance reports. Knowledge of policy development, information security, administrative procedures, and auditing processes is also required. Strong analytical, research, communication, facilitation, interpersonal, and problem-solving skills are essential, along with financial management, project management, personnel management, computer literacy, and the ability to work both independently and as part of a team.
The core duties involve coordinating and compiling the Department’s quarterly and annual performance reports for submission to National Treasury, the Department of Planning, Monitoring and Evaluation (DPME) through eQPRS, and other national bodies such as The Presidency, the Public Service Commission, and Parliament. This includes liaising with all branches to collect, analyse, and validate performance information against pre-set indicators and targets, ensuring accuracy, completeness, and compliance with legislative requirements. The role also entails developing and continuously reviewing the Department’s Organisational Performance Management System, including policies, procedures, and reporting templates. The incumbent will prepare performance information for presentation to the Executive Authority, the Accounting Officer, the Portfolio Committee, the Audit Committee, and senior management. Additional responsibilities include managing the electronic and hard-copy knowledge management systems, maintaining a reporting schedule, coordinating performance audits, developing a reliable stakeholder database, and embedding a culture of accountability across the Department. They will also be responsible for any other related tasks assigned by the Deputy Director.
This position is advertised with specific employment equity targets, with preference given to Coloured Male and White Male candidates, as well as Youth and People with Disabilities, in line with the Department’s workforce transformation goals. This is an ideal opportunity for a seasoned monitoring and reporting professional seeking to contribute to public sector accountability and performance excellence within a national department.
