This position offers an opportunity to take on a supervisory and coordination role within the supply chain management environment at the Gqeberha Regional Office of the Department of Public Works. As the Assistant Director for Demand Management, the successful candidate will be responsible for ensuring that the regional procurement planning process runs smoothly, from the initial identification of needs through to the publication of bids and the management of supplier panels. The role sits at the heart of the department’s acquisition function, requiring a strong understanding of government procurement systems, relevant legislation, and the ability to guide both internal stakeholders and subordinates through complex compliance requirements. The incumbent will be expected to work independently, manage multiple priorities, and adapt to changing office requirements while maintaining a high standard of professionalism.
To be considered, applicants must hold a minimum three-year tertiary qualification at NQF Level 06, typically a National Diploma in Supply Chain Management, Logistics, Procurement, Finance, Auditing, or a related field. In addition, the role requires relevant working experience in Supply Chain Management, specifically within demand or acquisition management, with a portion of that experience gained at a supervisory level. Experience in infrastructure procurement demand or acquisition management will be an added advantage. A valid driver’s licence is essential. Candidates must also demonstrate thorough knowledge of the Public Finance Management Act and other legislation governing public procurement, as well as monitoring and evaluation theory, methodology, and systems. Strong verbal and written communication, basic numeracy, advanced interpersonal and diplomacy skills, problem-solving and decision-making abilities, and the capacity to work under pressure are all required. Computer literacy and skills in presentation, report writing, and communication are also expected.
The core duties of the post are wide-ranging. The Assistant Director will coordinate the compilation of the Regional Procurement Plan and ensure proper administration and execution of the approved plan. This includes drafting terms of reference and specifications, supporting line functions with procurement initiation, and managing the nomination of suppliers from pre-approved panels for requests for quotations, ensuring compliant user requests are processed within three working days. The role also involves consolidating and submitting quarterly reports on procurement plan execution, ensuring that all supply chain management prescripts are followed, and determining whether specifications should include special conditions. The incumbent will coordinate and administer Bid Specification Committees, supervise the compilation of tender and quotation specifications, and publish requests for quotations and bids as required. A key responsibility is supervising employees to ensure an effective demand management service is delivered.
Applicants should note that this is a government position subject to the usual public service regulations. Shortlisted candidates must be willing to undergo vetting and verification processes, including personnel suitability checks. Foreign qualifications must be evaluated by the South African Qualifications Authority. The application process requires the prescribed Z83 form and a detailed CV, with certified copies of qualifications only required from shortlisted candidates. Due to the high volume of applications expected, only shortlisted candidates will be contacted, and those who do not receive feedback within three months of the closing date should regard their application as unsuccessful. This is a demanding but rewarding role for a suitably experienced supply chain professional looking to contribute to public sector procurement efficiency.
