This position calls for an experienced education professional to take charge of curriculum implementation with a specific focus on short skills programs, special projects, and data management within a Technical and Vocational Education and Training (TVET) college environment. Based at the Head Office, the Assistant Director plays a strategic and operational role in ensuring that occupational qualifications, learnerships, and special programs are planned, delivered, and monitored effectively across all college delivery sites. The role is situated within the broader public TVET sector and requires close alignment with regulatory frameworks, SETA requirements, and the skills development needs of local municipalities and industries.
Candidates must hold a National Senior Certificate or Grade 12, alongside a recognised Degree or Diploma in Education. A minimum of seven years of working experience in the TVET sector is required, with at least three of those years at a managerial level. Registration with the South African Council for Educators (SACE) is mandatory, as is computer literacy in MS Word, Excel, PowerPoint, Access, and Outlook. A valid driver’s licence is essential, and proven experience in data management or TVETMIS is expected. The ideal applicant will have strong working knowledge of the PSETA and CET Act, the Skills Development Act, Public Service Regulations and the Public Service Act, the Labour Relations Act, and the broader legislative and regulatory framework governing the public TVET and Higher Education sectors.
The core duties are wide-ranging and include managing the implementation of short skills occupational programs and learnerships, monitoring programme progress through site visits, and ensuring all administrative functions tied to ongoing programmes run smoothly. The role involves building strategic partnerships with public and private stakeholders to secure funding for learnerships, manage SETA funding, and facilitate workplace placements for learners. The Assistant Director will also drive programme accreditation applications with relevant SETAs and QCTO, based on industry needs and community demands identified through municipal skills audits. In addition, the post oversees the coordination of occupational qualifications across delivery sites, development of project plans with milestones and resource requirements, compilation of project budgets, and management of expenditure including payments to training providers, facilitators, and learner stipends, as well as procurement of stationery, PPE, and work equipment. Risk management is another key area, with specific attention to issues such as learner dropouts caused by stipend delays, alongside timely submission of monthly and quarterly reports. The position also requires oversight of TVETMIS, including data capturing, validation, and extraction of college data, as well as compiling reports based on that data. Ultimately, the successful candidate will manage human, physical, and financial resources effectively, demonstrating strong leadership, report writing, analytical, problem-solving, and client-oriented skills.
This is a senior managerial post graded at Level 10 with a competitive salary package. The employer is an equal opportunity institution and reserves the right not to appoint, with employment equity targets guiding final decisions. Persons with disabilities are encouraged to apply. Candidates should note that shortlisted applicants will undergo pre-entry assessments, including a practical exercise and an integrity assessment, and recommended candidates will be subjected to personnel suitability checks, including criminal record, citizenship, financial record, qualification verification, and employment verification. Applications must include the completed latest Z83 form and a detailed comprehensive CV, and only shortlisted candidates will be asked to provide certified copies of qualifications and other documents, typically on or before the interview day. This is an excellent opportunity for a seasoned TVET professional looking to make a meaningful impact on skills development, programme delivery, and data-driven decision-making in the public education sector.
