This position offers an opportunity to contribute to the financial governance and contract management functions within the National Department of Forestry, Fisheries and the Environment, based in Cape Town. As an Assistant Director for Contract Administration, the successful candidate will be responsible for ensuring that the department’s contractual obligations are managed effectively and in line with public service financial regulations. The role sits within a unit that supports the broader organisational mandate of natural resource management, and it requires a strong blend of financial acumen, policy understanding, and stakeholder coordination. The incumbent will be expected to facilitate the generation of contracts, coordinate the vetting of these contracts by Legal Services, and maintain a reliable contract database that supports oversight and decision-making. This is not merely an administrative role; it involves providing strategic support on contract interpretation, developing systems for managing contract amendments, and guiding internal stakeholders on sound contract management practices.

To be considered, applicants must hold a National Diploma at NQF level 6 in Financial Management or a related field, as recognised by SAQA, together with at least three years of relevant experience in financial management or a closely related area. The role demands more than technical financial knowledge; it requires a solid understanding of government budgeting processes, cost accounting, risk management, and the legislative frameworks governing public service finance. Strong skills in policy formulation, project management, and stakeholder engagement are essential, as is the ability to conduct research and gather and analyse information. Personal integrity is paramount, and the ideal candidate will be honest, articulate, creative, and capable of working under pressure, including voluntarily working long hours when necessary. The ability to manage conflict, work with difficult individuals, and foster good interpersonal relations is also critical.

The core duties involve facilitating the development and review of annual and medium-term expenditure framework budgets, supporting the alignment of financial plans with operational plans, and providing comprehensive contract administration support. This includes liaising with finance units on financial aspects of contracts, leading the review of NRMP contracts in consultation with stakeholders, and building effective partnerships that support natural resource restoration and management. The successful candidate will also play a key role in developing procedures for contract amendment processes and offering guidance on contract interpretation across the department.

Shortlisted candidates should note that they will be required to undergo two pre-entry assessments: one practical exercise testing technical and generic suitability, and one integrity assessment for ethical conduct. The department is an equal opportunity, affirmative action employer and preferences may be given to appointable applicants from underrepresented designated groups, with persons with disabilities encouraged to apply. All shortlisted applicants will be subject to security vetting, which may include criminal record, citizenship, credit worthiness, reference, and qualification checks. Applicants are reminded to submit a signed Z83 form and a detailed CV, with foreign qualifications evaluated by SAQA. If you have not been contacted within three months of the closing date, please consider your application unsuccessful.
