To be considered for this role, applicants must hold a Grade 12 certificate as well as a three-year tertiary qualification at NQF Level 7, specialising in Supply Chain Management, Logistics Management, Public Administration, or Procurement Management. In addition, candidates need between three and five years of supervisory experience within a supply chain management environment, specifically dealing with bid management. The position demands a robust understanding of the legislative and regulatory framework governing public procurement, including the Public Finance Management Act, Treasury regulations, the Preferential Procurement Policy Framework Act, and the Procurement Act, along with the Regulation 2022 provisions. Familiarity with Supply Chain Management systems such as Logis and BAS, as well as knowledge of SCM delegations, practice notes, public service regulations, labour relations, and relevant HR policies, is essential. The ideal candidate will also bring strong leadership, analytical, report-writing, and problem-solving skills, alongside proficiency in computer systems, financial management, strategic planning, and interpersonal communication. Personal attributes such as honesty, integrity, reliability, perseverance, cultural sensitivity, and punctuality are equally important, as is the ability to maintain confidentiality and work under tight time frames.
The core duties of the Assistant Director: Bid Management are wide-ranging. This includes overseeing the evaluation component of the bidding process, as well as personally conducting evaluations for quotations up to R1 million. The role also involves providing expert guidance and advice on procurement matters to internal stakeholders, thereby supporting sound decision-making and value for money. Furthermore, the position requires managing and controlling the utilisation of resources within the division, including both human and financial resources, to ensure operational efficiency and effective service delivery.
