This position is for an Assistant Director of Auxiliary Services within the Department of Water and Sanitation, based in Bellville and operating under the Western Cape Provincial Operations branch of the Water and Sanitation Services Management unit. The role is a management-echelon post graded at Level 09, and it forms part of the department’s broader effort to ensure that administrative, logistical, and support functions run smoothly so that core water and sanitation service delivery objectives can be achieved. The incumbent will work within a provincial operations context, providing leadership and coordination for a range of auxiliary services that keep the component functional, compliant, and well-organised.

Candidates must hold a relevant NQF Level 6 qualification in Social Sciences, Administration, Public Administration, Public Management, or a related field, and must have at least five years of experience in an administrative environment. A valid, unexpired driver’s licence is required. The role demands a solid working knowledge of the Public Finance Management Act and Treasury regulations, as well as departmental policies, governmental financial systems, and administrative and clerical procedures. Understanding of programme and project management, relationship management, contract management, and the implementation of performance management systems such as PMDS is essential. The successful candidate will also need strong organisational skills, problem-solving and analytical abilities, people and diversity management skills, client orientation, good verbal and written communication, and a commitment to accountability, ethical conduct, and high-quality control.

The duties are wide-ranging and centre on the administration of logistical matters for the component. This includes assisting with the development and implementation of the strategic plan, analysing current policies and departmental strategic objectives, implementing administrative policies across various disciplines, recommending policy amendments, and conducting road shows to advise managers and officials on key policy issues. The Assistant Director will brief managers on policy requirements, provide expert advice on contract management, and monitor policy implementation to ensure strategic objectives are met. A significant portion of the role involves overseeing the physical working environment: ensuring boardrooms are clean and ready for meetings, offices and building entrances are tidy, parking is available for senior managers, visual equipment is prepared, and water and refreshments are provided during meetings. The position also involves managing courier parcels, distributing correspondence and files to relevant officials, maintaining the registry office, and ensuring that mail is properly monitored. In addition, the incumbent will analyse skills development gaps and human development trends, modify existing programmes where applicable, monitor the component’s expenditure, implement early warning systems, contribute to budget inputs, and produce monthly reports.

This is an equal opportunity position, and the department will apply the Employment Equity imperatives of the Constitution and the Employment Equity Act. Women and persons with disabilities are encouraged to apply, and preference will be given to candidates who meet the equity targets. Shortlisted candidates will be subject to suitability checks, including qualification verification through SAQA, reference checks, and criminal and credit checks. Foreign qualifications must be accompanied by a SAQA evaluation certificate when shortlisted, and foreign nationals or dual citizenship holders must provide a police clearance certificate from their country of origin. Candidates may also be required to complete a financial disclosure form and undergo security clearance. Applications are submitted online, and no supporting documents need to accompany the initial application; shortlisted candidates will produce the required documentation at the interview stage. It is important to note that correspondence is limited to shortlisted candidates, and if no feedback is received within three months of the closing date, applicants should consider their application unsuccessful. The department reserves the right not to fill the post.
