This position is for an Assistant Community Development Manager at Grade 1, focused on sustainable livelihoods, and is based at the Sekhukhune District Office. The role sits within the broader community development service delivery framework of the department, where the incumbent will be expected to drive integrated development interventions in partnership with various stakeholders. As a management-level post, it requires a blend of strategic oversight, operational coordination, and direct engagement with community structures. The successful candidate will be responsible for ensuring that community development services are delivered efficiently, effectively, and economically, while also managing the human, financial, and physical resources allocated to the service delivery area.

Applicants must hold a Grade 12 certificate as well as an appropriate qualification at NQF Level 6 in Development Studies, Diaconiology, Social Sciences, Community Development, Sociology, Population Studies, Demography, or an equivalent field recognised by SAQA. In addition, a minimum of eight years of relevant experience in community development is required, gained after obtaining the necessary qualification. A valid motor vehicle driver’s licence is also required, with the exception made for persons with disabilities. The role demands a strong theoretical and practical understanding of individual and group behaviour, community dynamics, and the legislation that governs social interventions. Knowledge of community development principles, project management, and the Public Service Management Framework, including the PFMA and the Labour Relations Act, is essential.

The ideal candidate will possess the ability to manage community development structures and projects, influence individuals and groups to participate in self-empowerment ventures, and undertake complex research. Problem-solving, conflict resolution, computer literacy, and strong written and verbal communication skills are also critical. Financial management, presentation skills, supervision skills, and the ability to formulate and implement policy round out the required competencies. The duties of the post include coordinating the identification, facilitation, and implementation of integrated development interventions with relevant stakeholders, managing community development service delivery areas, and ensuring that resources are used efficiently. The incumbent must also stay abreast of new developments in community development and management fields to enhance service delivery, and must plan and facilitate complex community development research.

Shortlisted candidates should be aware that the selection process includes security clearance, verification of qualifications, and two pre-entry assessments: one practical exercise to test technical and generic suitability, and one integrity assessment. The recommended candidate will also undergo a personnel suitability check. The department’s employment decision will be informed by its Employment Equity Plan, and the department reserves the right not to fill the post. Correspondence will be limited to shortlisted candidates, and applicants who do not receive feedback within three months of the closing date should consider their application unsuccessful. Applicants with foreign qualifications are responsible for having them evaluated by SAQA. This is a demanding but rewarding role for an experienced community development professional seeking to make a tangible impact at district level.
