The Assessor: Panel Beating position is a technical and administrative role based in Bedfordview, within the Fleet Maintenance directorate, specifically supporting the Panel Beating and Mechanical component of the Department of Forestry, Fisheries and the Environment. This OSD-graded post sits at Level 05 and is responsible for ensuring that all government vehicle accident repairs and panel beating work are assessed accurately, priced fairly, and aligned with departmental policies. The role is central to managing the entire inspection process for damaged vehicles, from physical examination through to the final assessment report that guides repair decisions.
To be considered for this role, applicants must hold at least an N2 Certificate in Panel Beating and possess a valid driver’s license code 8. A trade test, mechanical repairs background, and relevant experience in the public service are all advantageous. The department requires a minimum of one to two years’ post-apprenticeship experience in panel beating, with at least one year’s similar experience in a public service environment preferred. Candidates must also demonstrate a solid understanding of mechanical and panel beating systems, industry pricing trends, the different categories of panel beaters, the motor manufacturing environment, and the accreditation criteria for merchants. Familiarity with public service management frameworks and strong communication practices are essential, and applicants must have no criminal record.
The duties of the Assessor are varied and demanding. The core responsibility is managing all inspection tasks, including physically inspecting vehicles, compiling detailed assessment reports, making repair recommendations, and keeping daily records of every assessment. The role also requires active liaison with internal and external stakeholders, such as answering telephonic enquiries from merchants and client departments about authorisations, making national calls to investigate accident repair cases, and managing email correspondence on all communication related to accident repairs. The Assessor also supports the Communications Unit on client concerns regarding vehicle assessments. Another key duty is ensuring panel beating services are priced market-related by conducting monthly benchmark studies comparing private sector costs for panel beating and towing with government costs. Policy adherence is equally important, with the Assessor expected to maintain and refer to policy records when making decisions. The role further involves preparing weekly, monthly, and annual reports for the Assistant Director, keeping files for all assessed vehicles including photographic evidence, and carrying out any other tasks delegated by the Assistant Director.
Notably, there are strict application conditions. Applicants must complete the online Z83 form fully and attach a detailed CV with at least three contactable references, as incomplete applications will be automatically disqualified. Shortlisted candidates must produce certified copies of qualifications, identity documents, and driver’s licenses before the interview. Foreign qualifications need SAQA evaluation. The department is an equal opportunity, affirmative action employer, with preference given to appointable applicants from designated groups and persons with disabilities encouraged to apply. Shortlisted candidates will undergo security vetting, including criminal record, citizenship, credit, reference, and qualification checks. There is also a standard requirement for successful SMS applicants to complete the Senior Management Pre-Entry Programme, though this post itself is not an SMS post; the broader pre-entry assessment and integrity screening may apply to shortlisted candidates. By submitting the application, candidates consent to background checks under POPIA. Only successful candidates will be contacted, and the department reserves the right not to fill the post.
