This permanent position is based in the Office of the Chief Directorate: Metro Health Services, within the Western Cape Department of Health, and focuses specifically on Supply Chain Management with an emphasis on Loss Control and Asset Management. The role is central to ensuring that inventory and asset management processes across the Metro region are executed effectively, transparently, and in line with legislative requirements. As an Administrative Officer, you would be expected to support the broader supply chain component by managing assets, preparing documentation for committee decisions, and providing a reliable support service to supervisors, management, and the various institutions that fall under the Metro Health Services umbrella.
To be considered for this role, you need a Senior Certificate (or equivalent) with Mathematics and/or Accountancy as a passed subject, or alternatively a Senior Certificate combined with experience and competencies that directly relate to the key performance areas of the post. You must also have appropriate experience in asset management, supply chain management, and procurement processes, as well as hands-on experience with LOGIS, EPS, and asset reporting. Inherent requirements include a valid Code B/EB driver’s licence and a willingness to lift heavy boxes and equipment, as the role involves physically receiving, issuing, and moving assets.
The duties are wide-ranging and include managing, procuring, and monitoring inventory and asset management processes; preparing documents for Quotation Committee meetings; performing asset stock takes according to prescripts; and handling all aspects of people management within the supply chain component. You will also be responsible for ensuring that all transactions comply with audit and legislative requirements, assisting with the reporting of annual and interim financial statements, compiling and verifying asset reports monthly, and performing reconciliations. The role requires authorising procurement advice, orders, and payments where applicable, handling supply chain management queries, and executing control compliance. You will also need to ensure sound labour practices are implemented and maintained.
The ideal candidate will have in-depth knowledge of SCOA codes and LOGIS reports, with the ability to perform reconciliations accurately. Strong organisational, managerial, and leadership skills are essential, as is an aptitude for working with financial figures. You should be a good team player with strong people management skills, able to motivate team members and work effectively in a team context. Computer literacy in Microsoft Office is required, along with a solid understanding of the PFMA, Finance instructions, Provincial and National Treasury regulations, Supply Chain Instructions, and the Accounting Officer System.
